Summary:

Accomplish the Employment and Recruiting department objectives by planning, organizing, and directing all required to operate and maintain departmental activities and services. Ensure recruitment, selection and compensation programs are maintained in accordance with established laws, regulations, policies, and procedures.


Responsibilities:

* Develop departmental plans, strategies, goals, and objectives in accordance with applicable tribal, federal, state, and local laws, rules, and regulations
* Establish, implement and communicate approved goals, objectives, policies and procedures in accordance with applicable tribal, federal, state, and local laws, rules and regulations and the needs of the Oneida Nation.
* Host regular staff meetings to ensure timely and effective communication between personnel and departmental related activities.
* Achieve financial objectives by preparing and administering annual program budgets, presenting, and justifying budget recommendation to appropriate personnel.
* Ensure the confidentiality, integrity and security of personnel records, investigations, grievances, and other human resource documentation in accordance with federal, state, local and Oneida Nation laws, rules, and regulations.
* Provide advice and guidance on the consistent interpretation of human resource policies and programs as they relate to company objectives and employees; investigate and resolve hiring and recruitment complaints and concerns.
* Conduct annual evaluation and assessments of Employment and Recruitment department staff according to established policies, procedures and regulations.
* Keep leadership and other departments informed of status Employment and Recruitment activities by attending meetings and submitting reports.
* Maintain professional and technical knowledge by conducting research, attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations
* Drives continuous improvement within the Hiring and Recruiting Team along with the Human Resources Department. Build and maintain the foundation for continuous improvement by facilitating transformational activities to improve process and efficiency
* Acts as a trusted advisor and solution-oriented leader to supervisors, managers, and directors for the Oneida Nation
* Develop and implement the talent acquisition strategy: Develop and implement comprehensive recruitment strategies to attract and retain high-quality candidates. Utilize a variety of recruitment methods, including job boards, social media, networking events to identify potential candidates
* Monitor and analyze recruitment and hiring metrics to track the effectiveness of recruitment efforts, make data-driven decisions, and ensure continuous improvement
* Establishes relationships and fosters partnerships with appropriate educational institutions, trade schools, external agencies and organizations
* Create a positive employment brand strategy: Define the brand strategy for talent acquisition to attract high level talent. Establish the social media communication strategy for different job profiles and functions in the organization
* Establishes a collaborative team atmosphere with the Human Resources Department and internal hiring and recruiting team. Promote open communication throughout the Human Resources Department. Maintain and optimize the HRIS system and Applicant Tracking System (ATS) and other automated recruitment tools
* Manage the daily operations of the Hiring and Recruiting department to include: job evaluation and classification, position description development and maintenance, recruiting practices to ensure an available pool of qualified applicants, and interviewing and hiring processes; ensure all functions are executed in accordance with applicable tribal, federal, state, and local laws, rules and regulations and the needs of the Oneida Nation
* Manage the full recruitment cycle: Oversee the development and maintenance of position descriptions and job postings that accurately reflect the requirements and responsibilities of each position. Source, screen, interview, and hire candidates. Collaborate with department leaders to understand staffing requirements and establish hiring goals and priorities, as well as provide guidance on best recruitment practices
* Ensure a positive candidate experience throughout the process. Establish data metrics and customer service measurement tools to ensure positive candidate experiences
* Improve and implement an effective exit interview process to ensure the timely and valuable collection of metrics
* Manage the Nation's development programs including the internship, Post-Graduate, and Apprenticeship programs to identify future talent
* Contribute to department's effectiveness by identifying short-term and long-range issues and goals that must be addressed; recommending options and courses of actions; implementing directives

* Bachelor's Degree in Human Resources Management
* A Combination of Experience and Education May Be Considered
