Under the guidance of the Emergency Management Director, the Emergency Management Coordinator – Emergency Response will support the development, implementation, and maintenance of mitigation, preparedness, response, and recovery activities associated with the University of Texas at Dallas Office of Emergency Management program. 

The position requires significant contact and coordination with internal faculty, staff, and students as well as external partners at the local, county, state, and federal levels.

Minimum Education and Experience

Bachelor's degree. Minimum three years of demonstrated recent professional level experience in current emergency management strategies and techniques, policy development and coordination with large organizations with multiple priorities; or any equivalent combination of education and experience. Knowledge and experience in of the National Incident Management System (NIMS) and the Incident Command System (ICS) techniques of emergency response and recovery, interactive functions, responsibilities, and goals of local, state, and federal government planning and implementing emergency services, including various mutual aid systems. Ability to communicate clearly and concisely, both orally and in writing. Ability to quickly analyze an evolving situation, and adopt a quick and effective course of action. Basic knowledge of computers. Incident Command System (ICS) certification. Must have, keep and maintains the appropriate valid TX Driver's License; have a motor vehicle record which is free from major violations or a pattern of repeat violations.

Preferred Education and Experience

  • Master's degree in emergency management or related field. 
  • Seven (7) years' experience in emergency management concepts and principles and demonstrated ability to apply this knowledge in a university campus setting. 
  • Proven skills in developing emergency action plans. 
  • Knowledge of local, state, and federal rules, guidelines, and standards for emergency management and/or business continuity. 
  • Ability to multitask effectively and demonstrated responsiveness to constituents, subordinates, peers, and superiors. 
  • Ability to demonstrate openness and responsiveness to new ideas, adapt to change and influence others in a positive manner. 
  • Ability to communicate in the Spanish language.
Completion of specific courses: FEMA Professional Development Series, ICS 100, 200, and IS 700 and IS 800. ICS 300 and 400 Certifications: Certified Emergency Manager (CEM); Certified Business Continuity Professional (CBCP); Certified Texas Emergency Manager (TEM)

Essential Duties and Responsibilities

Review, update/maintain and implement a comprehensive university-wide emergency response planning program that includes:
  • Mitigation, preparedness, response, and recovery plans
  • Emergency Operations Center plans, procedures, and position-specific checklists
  • Exercise After action reports (AAR) to include lessons learned and recommendation
  • Staff contact lists and all other emergency management records
  • Create and conduct presentations for internal and external partners
  • Create and maintain clear and accurate reports, records, and databases
  • Support the SAFE Leader program
  • Assist with the implementation of the university-wide training and exercise program.
  • Serve as Duty Officer when scheduled, which may require 24/7 availability on a rotational basis.
  • During EOC activations, provide management and leadership serving in various roles within the EOC's structure.
  • Assist with the response and recovery efforts during and after incidents affecting the university.
  • Responsible for the maintenance and coordination of the Threat and Hazard Identification and Risk Assessment (THIRA) for the emergency management program.
  • Communicate project status through reports, presentations, and other appropriate means. Ensure all operational functions related to emergency response are complete, accurate, and timely in their delivery.
  • Assist as needed to support the university continuity planning program.
  • Coordinate with and maintain collaborative interactions with local, county, state, and federal partners.
  • Attend emergency management meetings with local, regional, state, and federal level agencies.
  • Collaborate with or assist team members with priority projects and be willing to take on other duties as assigned.

  • Must be able to respond to after-hours emergencies.
  • Must have State of Texas Driver's License and acceptable driving record, and be able to drive a state vehicle.
