The UCOP Budget and Finance Office provides strategic support in financial planning, policy analysis and fiscal administration to UCOP. UCOP Budget and Finance Office provides analyses of policies and programs, assists in the determination of UCOP's financial priorities and develops strategies designed to achieve these priorities. The team partners with departments to align UCOP's resources with its strategic needs and goals, and delivers insightful financial analysis and forecasting to support UCOP leadership to make effective and strategic funding, financial and operational decisions.
The Business Systems Analyst is responsible for supporting the Planning and Budgeting (Oracle EPBCS) system, and the associated integrations with other systems, used for the preparation of and reporting on the annual budget, and quarterly forecasts. The role assists the Business Systems Manager in planning and implementing enhancements and upgrades to the system, in consultation with stakeholders across UCOP. The position supports Budget and Finance staff, along with end users in entering and reviewing data.
Supports the Manager, Business Systems, in ensuring the system is maintained and updated in time for the annual budget and quarterly forecast preparation processes, including integration with other systems and set-up for user entry.
Reviews and validates system reports to make sure data is consistent and accurate, reconciling monthly actual expense and revenue data, previewing report output and verifying data flow throughout the system.
Provides first-line support for system end-users, responding to user questions and system access or functionality issues. Communicates timelines, system changes/outages and deliverables to the user community regularly.
Supports and, where applicable, implements changes to the system related to updates in related systems, chart-of-accounts changes and reporting hierarchy shifts. Partners with resources in other departments to ensure integrated and related systems and data are maintained in tandem. Monitors upcoming changes that impact PBS and evaluate effort needed to adjust the system, providing a recommendation on those changes, including a risk assessment.
Using an understanding of UCOP's business needs, make recommendations for improvements or adjustments to the system to better support the budget preparation and reporting within UCOP. Assist the Manager in working with the Budget and Finance team and other stakeholders on system enhancements and data changes, participating in and documenting, user testing, training and business process changes to ensure the business needs are met successfully and in a timely manner.
Assists the Manager on key projects and ongoing process improvements within Budget and Finance.
- Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses
- Demonstrated ability to manage multiple time-sensitive and detail oriented tasks simultaneously
- Ability to research, analyze and interpret budget and financial data.
- Knowledge of financial policies, practices and systems, budgeting and reporting techniques, and accounting
- Strong interpersonal skills to build relationships and demonstrated experience in a customer service environment.
- Excellent oral and written communication skills
- Advanced level in Excel and knowledge of SQL, Database, data mapping and reports creation
- Experience with technical document, business requirement development, system testing and users training
- Familiarity with UC budget and accounting practices and/or fund based accounting in other non-profit setting strongly preferred
- Bachelor's degree in finance or accounting or computer science and 3+ years of financial planning systems support experience
SALARY AND BENEFITS
Salary: The recommended hiring range is $90,000.00 to $103,000.00. Commensurate with experience.
