Description
The Regional Compliance Manager (RCM) is responsible for providing regional, divisional, and workplace safety leadership focused on compliance with all Federal, State, DOT, EPA, NIOSH, and OSHA regulations as well as compliance with company safety and risk policies. This position will strive to promote and deliver safety vigilance that meets Waste Pro USA's uncompromising commitment to providing and proactively ensuring hazard free workplaces. The Regional Compliance Manager will provide safety direction, company/regulatory compliance, procedural training, safe practices enforcement, and required risk management leadership across regional territories, within multiple site locations/environments specific to the Waste Industry. Overall, the RCM will develop and promote strategies in partnership with the Corporate Safety Manager aimed at proactively mitigating risk, driving continuous improvement, and making loss control enhancements. The RCM will function as liaison between offices, divisions, corporate safety and regional operations.
ESSENTIAL JOB FUNCTIONS: 1. Promotes a strong culture of safety and environmental stewardship in compliance with applicable Company policies and procedures encompassing federal, state, local rules and regulations.
2. Manages DOT Accident Logs, Roadside Citations and Post Accident Documentation.
3. Ensures compliance with all Federal, State, and Local government laws (OSHA, EPA, USDOT, NIOSH, Traffic Safety, Workers' Compensation, etc.).
4. Mange DOT Compliance (HOS & Weight)
5. Manages Facility Inspection Programs.
6. Manages All Subrogation Files.
7. Manages OSHA Training Completion and documentation.
8. Assists in gathering and preparation of material evidence for use in hearings, lawsuits and insurance investigations.
9. Manages Environmental Compliance Programs
10. Manages Vendor/Contractor Compliance including annual COI updates
11. Manages Accountability Tracker.
12. Manages regulatory assessments, and oversees safety audits/inspections e.g. facilities, operations, equipment and processes).
13. In concert with Human Resources and Corporate Safety Leader works to promote the well-being of the organization and the work force.
14. Functions as a consultative business partner and liaison as it relates to Workers' Compensation/Claims Management, Risk Management, Business Continuity, Loss Prevention, Medical Management and Drug Free Workplace Compliance.
15. In partnership with Corporate Safety Leadership, establishes annual plans/objectives, defining clear goals, measures and schedules required to meet regulatory and organizational expectations.
16. Completes quarterly safety review and shares report of findings with RVP and associated management team. This performance findings/scorecard includes Incidents (#/type), Investigations, Accident Frequencies, Road Observations, Risk/Loss Data, WC Claims, Mitigation Strategies, etc.).
17. Tracks training safety sessions for preparedness as it relates to hazardous communication, driver safety, and fall protection, machine guarding, hearing conservation, confined spaces, lockout/tagout and overall personal protective safety.
18. Generates OSHA300's for regional operations and ensuring corporate rollup of data and proper posting on annual basis.
19. Implements effective safety communication plans using various multi-media methods.
20. Holds regional accountability in partnership with RVP and RSM for shaping and developing a high-performance safety culture that shows a positive record of continuous improvement.
21. Reviews trends and keeps current, regarding technical, statutory, and regulatory legislation, policies, procedures and related business issues.
22. Attends Weekly Accident Review Calls.
23. Attends Semi-Annual Claims Review.
24. Meets Weekly with the RSM.
25. Maintains required safety training, DOT and other related files and records.
26. Represents the organization in community or industry safety groups and programs. QUALIFICATIONS: * BA/BS Degree in Safety, Health, Environmental Services, Occupational Safety/Engineering or other related field (equivalent combination of education and experience).
* Requires 8+ years of progressive hands-on Occupational Health, Safety, Business Continuity Planning and Loss-Control.
* 5-7 years of domain experience within the Waste Management/Environmental Services industry.
* Holds one of the following specialty certifications (e.g. CSP, OSHA10, OSHA511, HAZWOPER).
* Subject matter expertise with state/federal regulations and associated standards (i.e. OSHA, DOT, NIOSH, NFPA, ANSI).
* Must have 5 years' experience in keeping detailed and accurate records in a safety environment.
* Must have 5 years' experience in reading and interpreting federal, state and local safety regulations.
* Experience recognizing, evaluating, and recommending controls for operational hazards as well as work related injury and illness.
* Solid project management, oral and written communication skills.
* High degree of autonomy, yet team oriented with ability to work cross-functionally within a matrix organization.
* Strong interpersonal skills with demonstrated ability to lead, motivate, and foster a compliant safety-first culture.
* Ability to manage dynamic situations requiring a well-developed sense of meeting tactical priorities.
* Excellent personal computer skills in a network environment; Microsoft Office, Outlook.
* Strong planning/organizational, time management and problem-solving skills.
* Travel 60% travel; must be available for 24/7 emergency calls
* Will need to function in diversity of settings that include facilities, equipment yards, landfills, recycling centers, and transfer stations, residential and commercial areas.
* Able to climb in and out of equipment.
* Valid Driver's License
* Can read and interpret a variety of simple to complex reports (e.g. Vehicle Condition Reports) for clarification of problems and implementation of preventive mitigation techniques.
