Description
The Business Administrator provides oversight of human resource and payroll matters. This position is action-oriented and requires a high level of organizational and project management skills. Exercising a high degree of responsibility for a medium to a large complex academic department. Serve as the human resource and payroll team leader. Will supervise administrative staff, provide training and, performance management, and act in an advisory capacity to leadership.
Minimum Education and Experience
- Bachelor's degree; and
- Three to five years of experience performing administrative duties with two of these years in a position with unit-wide scope; and
- One to three years of supervisory experience; and
- One to three years administrative experience in higher education.
- An equivalent level of relevant education and experience may be considered.
Preferred Education and Experience
7-10 years of progressively responsible administrative operations experience in higher education. Proficiency in Microsoft Office Suite and PeopleSoft
- Highly organized and detail-oriented with the demonstrated ability to manage multiple projects, prioritize workload, and exercise independent thought and sound judgment
- Strong verbal and written communication skills and the ability to provide excellent customer service to a group of staff, students, faculty, and administration
- Knowledge of university policy and procedures surrounding human resources, payroll, and finance with the ability to interpret and apply appropriately.
- Strong critical thinking skills and ability to understand the big picture of human resources and payroll
- Proficiency in Windows-based software applications: Outlook, Word, Excel, and PowerPoint.
- Nurture a collaborative and civil environment and demonstrate personal accountability.
- Maintain a high level of confidentiality and represent the university in an ethical and professional manner.
Essential Duties and Responsibilities
- Oversees the process of submitting ePARs for the department as needed for appointments, supplemental pay, funding changes, and job attribute changes.
- Review and process electronic Position Update Requests (ePURs) and Personnel Action Requests (ePARs) and related PeopleAdmin 7 (PA7) postings and hiring proposals for the department (~1055+ per fiscal year)
- Monitors cost center budgets and assure funding is in place for payroll needs. Initiate budget transfer and adjustments, as needed.
- Reconcile payroll clearing cost center and other operating cost centers as needed to support the finance team
- Works with faculty, managers, and supervisors on position documentation for new positions and replacements.
- Supervise payroll staff and student workers, posting, interviewing, hiring, scheduling, time approvals, training needs, and employee evaluations.
- Provides training to payroll department staff on use and functionality of ePURs, ePARs, and PA7
- Manages and oversees the Campus Access Tool (eCAT) computer access, keys, building access, and checkout requests for the department
- Oversees student hiring via Handshake; create postings, interviews, disposition, and submit hiring proposals
- Updates Business Manager on comp time and outstanding approvals
- Oversee, train, and instruct departmental administrative staff on Time and Labor reports.
- Works with the department Business Manager in collaboration with the Dean's Office Sr. Business Manager each semester on reappointment instructions
- Maintains departmental organizational chart
- Troubleshoot and resolve departmental payroll issues in conjunction with the central payroll team for discrepancies to ensure accuracy.
- Understand university policy and procedures and advise departmental staff of best practices related to human resources
- Develops and maintain standard operating procedures relating to human resources, payroll, and hiring process
- Attends regular Payroll, HR, Procurement, and Finance meetings
- Serves as the backup in the absences of the Business Manager
- Primary contact for the central payroll office
- Other duties and requests as assigned.
Additional Information
Remote Notice: After the probationary period, this role may be eligible for a hybrid (partly remote/partly in office) work schedule, subject to business need and manager approval. May be required to use personal computer and other standard office equipment. Must be located within the DFW Area and have the ability to be on campus with 24 hours of notice. A UT Dallas Remote Work Agreement will be required within 14 days after approval.
