Full Salary Range: The full salary range for this position is $74,300 to $134,500/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

Brief Summary of Job Duties:
 

Under the general direction of the Workforce Administration and Analytics Manager, provides comprehensive analytical and administrative support for the Workforce Administration and Analytics unit. This involves extensive support for our Payroll and Personnel system UCPath, ePerformance administration, workforce data analytics, UCPath data integrity, and escalated ServiceNow tickets related to various HR actions such as pay adjustments, hiring, terminations, and transfers. It includes advising campus users on procedures and best practices, ensuring compliance with personnel policies and bargaining agreements, and providing analysis and recommendations for resolving day-to-day queries regarding workforce administration. Leads UCPath system projects, updates, and upgrades in partnership with the WFA Manager. Regularly assesses and analyzes the HR data in UCPath for accuracy. Utilizes various HR information systems and data analysis tools. Gathers and summarizes data, creates presentations, builds dashboards, and reports on HR metrics. Develops and provides ad hoc reports to inform and improve HR offerings, leadership effectiveness, and business outcomes. Assists the WFA Manager and Director of Compensation in managing ongoing wage implementations for 10 employee union groups and provides pay equity reports to departments and divisional control points. Serves on the UCPath Training team and maintains training materials as well as delivers instructor-led campus training. Maintains the WFA web pages and UCPath site content, ensuring accuracy and effectiveness, and posts updated resources for campus transactors. Provides backup support during peak times for various administrative tasks and projects.
 
Required Qualifications:

  • Bachelor's degree in related area or equivalent experience/training
  • 1-3 years of experience in data analysis, reporting, Microsoft Excel/Google Sheets, and HRIS systems including building dashboards, and reports on HR metrics.
  • Ability to maintain confidentiality and use discretion
  • Proficient in analyzing, researching, and synthesizing large datasets, creating HR reports
  • Applies HR policies, federal and state labor laws, resolving complex HR issues
  • Highly productive, cooperative, skilled in building effective working relationships with stakeholders
  • Demonstrates clear and concise written and verbal communication for conveying findings and recommendations

Preferred Qualifications:

  • 1-3 years Experience creating dashboards
  • 1-3 years Experience with public speaking and presenting to an audience.
  • Understanding of UCPath business processes and/or direct experience with UCPath/PeopleSoft environment.
  • Ability to resolve complex issues in imaginative and practical ways where analysis of situations and data requires a review of a variety of factors.
  • Leads and conducts presentations to small and large groups of clients.

Job Functions and Percentages of Time:

  • 30% UCPath Administration - Provides comprehensive analytical and administrative support for UCPath and ePerformance administration and ticket fulfillment. Addresses Tier 3 and escalated Tier 2 ServiceNow tickets dealing with questions and problems related to HR actions such as paypath actions, position changes, new positions, hiring templates, terminations, retirements, reports-to-changes, transfers, service credit review, pay increases, stipends, additional pay, etc. Advises campus users on process, policy and best practices. Exercises judgment within guidelines and practices to determine appropriate action and uses professional knowledge and skills to resolve a variety of UCPath issues. Applies a comprehensive understanding and knowledge base of staff personnel policies, collective bargaining agreements, and campus procedures and practices to evaluate and ensure compliance in campus UCPath transactions. Provides analysis, coordination, response, and/or decision-making recommendations in the resolution of day-to-day questions regarding Workforce Administration, UCPath, and ePerformance. Researches and analyzes processes and procedures and summarizes findings to develop and/or implement changes in UCPath procedures and to provide subject matter expert consultation to department users and business officers. In partnership with management, leads UCPath system projects, updates and upgrades, including providing critical feedback on functionality and reporting, testing new functionality, assisting with implementation of system changes, assisting with campus communications about changes, and creating helpful and improved resources and training to reflect all changes to the UCPath system.

 

  • 20% UCPath Data Integrity - Regularly evaluates the integrity of the Human Resources data going into UCPath. Utilizes a variety of databases and reporting systems to generate reports and identify data inconsistencies and/or data errors. Communicates directly with departments to address errors and/or advises on how to rectify errors. Identifies system errors and reports functionality issues to the UCPath center. Serves as a liaison for more complex corrections that may involve the UCPath escalation committee. Communicates directly with UC Office of the President to address data discrepancies that they've identified. Researches and identifies trends in errors made by transactors and recommends changes to or additional training resources. Makes suggestions for and drafts information for the monthly Tips and Topics newsletter based on areas that need more socialization. Makes recommendations to the WFA manager for improvements to UCPath user and reporting functionality.

 

  • 25% HR Data Analytics - Develops and provides ad hoc reports that inform, measure, and enhance HR offerings, leadership effectiveness, and business outcomes. Uses a variety of HR information systems and data analysis tools (UCPath, COGNOS, Job Builder, ServiceNow, Excel, PowerBI, etc) to gather and summarize data, create presentations for management, build dashboards, and report on a variety of HR metrics (i.e. HR services, campus pay equity, UCPath actions, mandatory training, recruitments and staffing, service milestones, leaves, workplace accommodations, retirements, grievances, etc.). Creates ad hoc reports and summaries for the HR leadership team to use in communicating to campus management. Identifies trends in data that can be used to make improvements in processes or business practices and guidelines. Collaborates with IT partners to find and implement ways to get HR data into the hands of management to enable them to make data-informed decisions about pay, staffing, training, compliance, etc. Regularly provides pay equity reports to divisional Control Points, sub-control points, and major sub-divisions. Provides ad-hoc pay equity reports to depts at their request.

 

  • 10% Wage Implementations - Assists the WFA Manager and the Director of Compensation with managing on-going wage implementations for 10 employee union groups. Helps draft campus communications, instructions, and guidance. Maintains a wage implementation calendar of actions, effective dates, roster review periods, UCPath processing times and instructions, and eligibility criteria. Works directly with UCOP, the UCPath Center and campus departments to implement wage increases. Regularly updates the wage implementation information on the HR website. Attends the quarterly WIT (Wage Impl Team) calls. Provides support to the Director of Compensation with the annual merit/general increase program for policy-covered employees, including mass paypath forms, above max processing, review of preliminary rosters, below-min changes, grade changes for some employees, and any other impacts from the annual increase process.

 

  • 5% UCPath Training and Resources - Serves on the UCPath Training team and delivers instructor-led campus training with the WFA Manager and Academic Personnel Office. Regularly reviews and updates training materials which may involve revising existing content, adding new content or modules, and/or removing outdated information. Continually conducts analysis on UCPath issues to determine the need for additional guidance on UCPath processes or training. Prepares technical guidance and other instructions for issuance to the UCPath transactional users. Provides assistance with ad-hoc training requests. Develops specialized training to address difficult transactions in UCPath or areas that are generally problematic for users. Conducts mini-tune-up or refresher trainings. Assists with managing the scheduling of training and participant communications in and outside of training. Creates new and revises existing resources on all WFA topics.

 

  • 5% WFA Website Admin - Maintains WFA web pages, the union wage increase pages, and some UCPath site content, evaluating them for effectiveness and accuracy. Posts most recent version of UCPath training slides, updated payroll calendars, and other important and relevant resources for campus transactors. Maintains the information on the Wage Implementation site to include upcoming increases for all employee union groups.

 

  • 5% Special Projects/Other - Provides back-up support to the Workforce Administration and Analytics Specialist 2 in peak volume times or in their absence, including duties such as UCPath Position Management, general UCPath assistance, ePerformance administration, Service Credit reviews, and Service Milestones. May perform other tasks and special projects for HR and/or the HR leadership team as assigned.
