Administrative Innovation and Technology (Admin IT) is part of the Finance, Operations and Administration organization and manages a diverse end to end portfolio of technology and provides continuous improvement services essential to the entire UC Davis campus including UC Davis Health System.


Job Summary

Under the general direction of Administrative Innovation and Technology (AdminIT) Assistant Vice Chancellor, this position provides strategic planning and hands on implementation leadership to meet the goals of the organization. As digital solutions lead, review different vendor and automation technologies already in place or planned to track use and enablement towards bringing business efficiencies. The incumbent must possess a strong business acumen that complements a deep technical background in order to assess, develop, implement and communicate solutions in a variety of contexts. Directly complete detailed budget, analysis, project planning and customer support for implementations. In the role of organization-wide PM expert, provides portfolio and project management consulting services, guidance and training to business partners and other project managers. As expert on project management standards, practices and methods, reviews project documentation of other project managers and improves existing standards based on PM best practices. Manages vendor contract and negotiations. Establishes roadmaps to mature project management policies processes and procedures.

This position interacts directly and works cohesively with Vice Chancellor (VC), Assistant/Associate VCs, Managers, departmental level leadership, technology teams & other clients to build organization IT portfolio plans, address their needs effectively, and is responsible for monitoring the effectiveness, development, and execution of assigned projects. This position will also train, evaluate, and directly lead/supervise a staff of highly skilled project professionals.

This is not an H1-B opportunity.

AdminIT is a hybrid work environment with 1-2 days/week in the office.

PHYSICAL DEMANDS

WORK ENVIRONMENT

  • Work occasional overtime, holidays, and weekends as needed. Restricted vacation usage during peak work periods.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • Extensive experience as the technical project manager leading a wide-range of complex, organizational level projects and project teams through development, implementation and execution of complex IT projects to completion.
  • Experience defining and implementing project management and project portfolio management standards, identification and assignment of portfolio components, and project prioritization. 
  • Experience providing guidance and counsel to organizational leadership and departments in project and portfolio management.
  • Experience with digital technologies, implementation, enablement and support.
  • Experience independently analyzing and translating assigned specifications into operating programs and prepare detailed program documentation.
  • Experience delegating and coordinating the activities of others while participating in hands on technical and development activities.
  • Experience maintaining currency with technological trends and available security solutions in the marketplace.

Minimum Knowledge, Skills, and Abilities (KSA):

  • Leadership skills and demonstrated experience mentoring, evaluating, developing, and motivating staff with proven success leading others in the completion of tasks and attainment of goals.
  • Ability to manage and lead diverse groups, peers, vendors and a wide variety of technical and non-technical staff at all levels in a highly matrix environment to meet project milestones and schedules.
  • Understands how programs and projects relate to other business strategies and initiatives. 
  • Understands the cost impact of programs, tracking tools and metrics.


PREFERRED QUALIFICATIONS

Preferred License/Certification: 

  • PMP Certification and CSM certification. ProSci Change Management qualification a plus.

Preferred Education/Experience:      

  • Bachelor's degree in science or technical discipline, with an emphasis in technology management or information management or an equivalent combination of education and experience.
  • Ten years of Project Management experience preferred.
  • Experience supervising other project managers in executing a portfolio of complex IT projects across an organization.
  • Experience with Smartsheets, ServiceNow, or other project portfolio management tools.
  • Experience with Request For Proposals (RFPs)

Preferred Knowledge, Skills, and Abilities (KSA):

  • Expertise in risk management approaches to assess and address security and other types of Information Technology-related risks through an IT or enterprise risk management program.
  • Knowledge of UC policies and procedures as well as campus policies.
