UCPath is the University of California's shared services center in Riverside, CA. UCPath manages the payroll, benefits, and other human resources transactions for more than 200,000 UC employees working across ten UC campuses, five medical centers, three national labs and more. Position Summary
Reporting directly to the Director of IT Shared Services, the Senior Manager of IT Application Delivery will manage a team responsible for optimizing and enhancing the UCPath System. The incumbent will work closely with other members of UCPath, UCOP Center of Expertise, UCOP TDS, and external vendors to gather requirements, design, test, develop and implement solutions that will improve and streamline UCPath (PeopleSoft HCM) including automating manual processes using AI and robotic tools. 

Key Responsibilities

  • 40% Leadership: Provides direct supervision, coaching, and mentoring to senior-level HCM business analysts, developers, and project managers focused on optimizing the performance of the UCPath PeopleSoft HCM system. This includes automating manual processes using PeopleSoft tools, AI and robotics. Assists in the resolution of highly complex and escalated issues and situations. Recommends technical and business process improvements to senior leadership.
  • 25% Business/Systems Analysis and Design: Performs complex business and systems analysis and design activities. Analyzes the needs across functional areas and helps to establish priorities, oversee systems analysis and design activities, and ensure solutions are designed for scalability.
  • 25% Portfolio and Project Management: Oversees the analysis, design, development, testing, and implementation of UCPath solutions. Ensures the UCPC ITSS team, UCOP Center of Expertise, UCOP TDS, and vendors deliver solutions that meet UCPath's needs, schedule, budget, quality, and performance requirements. Manages a portfolio of projects and resources. Leverages agile best practices to deliver solutions quickly. Ensures hardware and software procured meet UCPath requirements. Ensures teams are communicating effectively and risks/issues are resolved, escalated appropriately.
  • 10% Manages direct reports and their employees/contractors, coordinates department activities, aligns team with UCPath goals and objectives, responsibility for results in terms of costs, methods, and employees.


Experience
Required Qualifications

  • Min 7 years Peoplesoft HRMS
  • Min 4 years of experience managing an information technology organization

  • Has knowledge, skills and abilities needed to determine how the systems and technological function should operate most efficiently and how changes to technological systems will affect outcome, operations, and business objectives.
  • Requires a broad working knowledge of the applications programming development function.
  • Possesses advanced knowledge of professional IT concepts. Ability to identify complex problems and related information to develop and evaluate options and implement solutions.
  • Thorough knowledge of subject area sufficient for strategic planning, technology assessment and direction.
  • Demonstrated skill in managing technical staff.
  • Highly effective organization, management and project management skills. Experience in project management, planning, execution, monitoring, and controlling. Demonstrates understanding of project management concepts, practices, and standards.
  • Ability to think strategically and focus on the accomplishment of UCPath mission and priorities. Ability to promote and implement changes to current practices and processes. Demonstrated excellent influencing, conflict management, and negotiation skills.
  • Ability to understand the process involved to adapt, integrate, and modify existing programs or vendor-supplied products for use within the technical environment.
  • Experienced in leading change management activities and managing their impact across the unit or department.
  • Ability to provide high quality work utilizing highly developed and effective communication (written and verbal), project management, time management, and collaboration skills.
  • Excellent oral and written communication skills, including the ability to effectively present technical topics to individuals and groups with potentially varied levels of technical sophistication.
  • Strong knowledge and understanding of service delivery principles.
  • Experience of analyzing buy vs. build procurement for products for effective and efficient technology use.


Education
Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training 

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.

ADDITIONAL INFORMATION

This position will work a hybrid schedule which includes a combination of working both onsite at the UCPath Center in Riverside and remote in California.
