Full Salary Range: Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $74,300 to $134,500/yr. The budgeted salary range that the University reasonably expects to pay for this position is $80,000 to $95,000/yr.

Brief Summary of Job Duties:

 

The Senior Budget & Financial Analyst, under the direction of the Associate Director for Finance and Operations in the Office of the Executive Vice Chancellor (EVC), is responsible for divisional finance and budget administration for Academic Affairs. Manages and coordinates a complex and diverse portfolio of financial and budgetary projects related to EVC commitments. Responsibilities include financial analysis, reporting, and tracking; maintaining and initiating financial systems and databases. Serves as a control point resource to units within the Division of Academic Affairs for financial and budgetary activities. Provides analytical and project support for a wide range of topics. Composes and edits professional business correspondence and reports on behalf of the EVC; analyzes data, correspondence, and reports; and prepares financial spreadsheets and reports. Demonstrates advanced knowledge of University and Academic Affairs' financial, budgetary, and accounting policies and practices; advanced ability to conduct financial analyses; and independent thinking, creative problem solving, and excellent judgment to execute and recommend complex strategies and appropriate courses of action, resolve divisional financial issues, and serve as a divisional resource. As a representative of the EVC Office, exhibits the highest degree of professionalism and discretion.

 

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training.
  • 3+ years experience in budget and financial analysis. 
  • 3+ years experience working in a college or university setting.
  • 3+ years experience in reporting and budgeting. 
  • 3+ years experience in communicating and building strong relationships with various constituents in a higher education setting. 
  • Strong service orientation and critical thinking skills; strong attention to detail.
  • Proven ability to adapt to changing priorities and function as a member of a team. 
  • Proven ability using organizational skills to multi-task in a high-volume environment.

Preferred Qualifications:

  • 3+ years experience working with faculty start-up and retention funding.
  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Proven ability to effectively present information verbally and in writing in a clear and concise manner.
  • Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports.

Job Functions and Percentages of Time:

 

Budget & Financial Management (40%): Manages the provisional accounts for the Division of Academic Affairs, from the initial allocation process through year-end closing, including all account reconciliation activities and financial transactions. Reconciles and maintains the permanent budget. Coordinates the fiscal year-end closing process for the division, managing the overall process and ensuring that tasks are completed by the appropriate individuals. Responsible for ensuring compliance with federal, state, institutional and agency policy and procedures, as well as terms and conditions of agreements and donor funds. Monitors control point budget activities and initiates and approves fund transfers and financial transactions. Serves as a resource on financial and administrative matters for the divisional office and for units within the division, and as the technical point of contact for other campus and external constituents. Manages risk issues and develops cost-effective controls. 

Working closely with the Associate Director, manages the academic administrator process. This includes the review and analysis of financial commitments related to academic administrators, as well as the appointment process. Collaborates with staff in Academic Personnel and Academic Affairs IT to ensure that appointments and associated details are accurately tracked for entry into UCPath in addition to systems access authorizations. Acts as a point of contact for questions and issues related to academic administrators. 

Composes and edits professional business correspondence on behalf of the EVC, Director and the Executive Director. Also reviews memos, proposals, and other documents composed by others, and provides feedback to ensure quality and accuracy of content before being finalized. Prepares presentations and other materials for meetings, including financial data, reports, and supporting documents, as needed.

Project Coordination & Support (25%): Provides financial, budgetary, and administrative support to the Associate Director, Director, Executive Director and the EVC. Manages assignments and projects from conception to completion, including setting objectives; developing processes; and planning, coordinating, directing, and implementing activities. Duties include: 

* Independently manages special initiatives and projects that require planning, coordinating, analyzing, implementing, and reporting, involving multiple intra- and inter-campus constituents. Analyzes, interprets, and communicates guidelines, as well as ensures campus compliance. 

* Responsible for researching, analyzing, tracking, monitoring, and responding to proposals and other requests for funding by internal and external parties. Independently gathers, reviews, and analyzes incoming and revised proposals; follows-up with proposal initiators to revise for accuracy and clarity; coordinates and resolves issues and questions. 

* Serves as a resource to relevant departments and personnel. Monitors, troubleshoots, problem-solves, anticipates and identifies issues with, and follows up on project implementation activities and progress to ensure timeliness, accuracy, and compliance. Provides status updates and makes recommendations to EVC Office personnel. 

* Acting as a representative of the Executive Director, Director, or Associate Director, attends meetings and takes notes, makes contributions, and/or gives presentations, as appropriate. 

* Informs, updates, and consults EVC Office personnel on activities, discussions, issues, and actions related to financial projects. 

Participates in campus-wide efforts to improve business practices and systems by lending expertise, leadership, and visioning skills via focus groups, committee service, and developing and piloting new systems as appropriate. This includes, but is not limited to, the campus Financial Management Modernization project. Collaborates in the development and review of new and revised policies and procedures. Provides expert consultation by maintaining a comprehensive understanding of all relevant financial policies and procedures. Develops and implements revised business processes, working closely with staff in the division to communicate new processes and train relevant staff. In coordination with senior EVC staff, evaluates and makes recommendations to ensure continued support for units within the division during the conversion, implementation, and stabilization phases.

Financial Analysis & Reporting (25%): Performs complex financial analysis of numerous and diverse funding commitments, initiatives, and priorities, in support of decision making, including: 

* Researches, analyzes, projects, forecasts, tracks, compiles, organizes, and reports financial/budget data and information related to academic and staff FTE, appointments, and salaries; instructional support; instructional development; instructional technology; capital projects; enrollment management; research, contract, and grant funding; system-wide, campus, and divisional office budgets; graduate student support; student fees; faculty recruitment funding; college, program, and departmental budgets; Foundation, Endowed Chair, and other gift accounts; special initiatives; and other financial commitments and activities. 

* Prepares financial reports and projections in the form of spreadsheets, graphs, charts, and tables, encompassing the entire range of all accounts in the Division of Academic Affairs. 

* Reports and advises on financial matters, both verbally and in writing. 

* Reviews, analyzes, organizes, and summarizes data, policies, procedures, and other information, conveying both orally and in written form. 

* Develops tracking and reporting processes and systems; creates clear and comprehensive files for easy accessibility and reference. 

* Serves as an EVC liaison with and a resource to campus departments and employees on finance- and budget-related matters.

Document Management (10%): With a high degree of attention to detail and understanding of the organization of the division, as well as the campus, acts as the primary resource and functional lead for the office Document Management System (DMS). Serves as the main quality control reviewer. Approves routing and assignment of categories and keywords. Independently assigns and/or revises archiving categories, keywords, and routing, and exercises judgment and logic in order to adhere to strict standards and consistency for managing documents. Maintains knowledge of the various categories for correspondence and attains familiarity with the subject matter. Develops and documents procedures, revising as needed when changes occur. Ensures sensitivity to the confidentiality of file content. Provides training and oversight to staff in the areas of document management as well as communications distribution.
