Hiring/Budgeted Salary or Hourly Range: The budgeted salary range that the University reasonably expects to pay for this position is $91,300 to $110,000/year.

Full Salary Range: The full salary range for this position is $91,300 to $170,700/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

Working Days and Hours: Monday- Friday, 8am-5pm

Brief Summary of Job Duties:

The Marine Science Institute is a large, complex, interdisciplinary ORU that serves researchers in 14 different disciplines. Annually, the Institute receives between $19-$21 million in new awards and administers over $85 million total while submitting over 121 proposals annually. Provides expertise, oversight, and guidance in the full-range of financial management and procurement tasks through high-level initiative, problem-solving ability, independence, judgment, a strong professional orientation, effective verbal and written skills, and the capacity to organize and handle a wide-range of responsibilities accurately and consistently. Provides superior leadership for the Institute's financial activities for the MSI and affiliated units by creating and maintaining an employee-oriented, high performance culture that emphasizes quality, productivity and standards, goal attainment and professional excellence. Serves as a member of the MSI senior management team. Collaborates with the MSO and other division managers on Institute's operational issues. Actively participates in activities that cross division boundaries and affect the entire Institute. Designs and implements operating policies and procedures to advance the overall goals and objectives of MSI.

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Advanced ability to effectively present complex financial related information both verbally and in writing in a clear and concise manner.
  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.

Preferred Qualifications:

  • 5+ years progressive management and/or leadership experience. Excellent interpersonal skills to effectively lead. Knowledge of financial analysis and reporting techniques, human resources and risk management planning; accounting and payroll. Management of major programs, complex facilities. 
  • Excellent interpersonal skills to effectively lead, motivate and influence others, to develop and maintain high standards of service, and to work effectively across the organization at all levels. 
  • Advanced decision making and reasoning skills, and advanced ability to develop original ideas to solve problems, conduct operations and quality control analysis, ability to multi-task and ensure effective time management. 
  • Applies detailed knowledge of unit functions to create and foster an effective team environment.

Job Functions and Percentages of Time:

  • 50% Financial Controls - Oversees all major aspects of the Institute's financial activities to ensure compliance with wide-range of sponsor policies. Provides expertise and guidance for decisions regarding all budgetary and expenditure activity (approximately 80,000 financial transactions annually) and includes award set-up, signature authorizations, general ledger activity, financial reporting, interdepartmental recharges, invoice processing, subcontracts, cost transfers, procurement activities, flex card transactions, vehicle fleet management, reconciliation of indirect costs, rebudgeting, audit, resolution of aging items, and validation of payroll and benefits transactions. Interprets, applies, and explains a wide-range of policies, procedures, and regulations. Analyzes complex situations and provides appropriate solutions. Serves as an innovative problem-solver for complex accounting and financial matters. Provides recommendations and proposes action concerning non-standard situations. Maintains knowledge of contract and grant budget and expenditure policies for over 80 extramural agencies. Integrates agency requirements with University policies and guidelines related to all financial transactions. Provides guidance to Principal Investigators as to how to manage their awards. Provides guidance to analysts on interpretation of new agency policies and regulations regarding proposal submission, export control and agency specific rules. Advises and consults with administrators, professional researchers, faculty, and staff regarding policy interpretation and application. Recommends course of action/solutions for situations not directly covered by policy. Performs analytical thinking and provides solutions that may require a combination of standard and original approaches and methods. Understands and mitigates key elements of the Institute's risk profile by ensuring that financial operations comply with all legal and regulatory requirements. Provides expertise and guidance for all decisions regarding cost principles, allocability, and allowability of expenses.
  • 20% Senior Management Team / Strategic Planning - Serves as a member of the MSI senior management team. Actively participates in activities that cross division boundaries and affect the entire Institute. Collaborates with the MSO and other division managers on short-term and long-term strategic planning, identification of emerging areas of growth, risk assessments, budget cut, or resource distribution impacts, system design and implementation, workflow and workload reassignment/redistribution, and administrative office space design and assignment.
  • 25% Unit Management - Manages MSI's Contract and Grant, Budget and Procurement unit's staff. Provides leadership, direction, and mentoring to ensure effective operation of the unit. Sets priorities and expectations for staff performance, establishes schedules, deadlines, and timelines so that Unit meets all of its operational goals. Monitors and adjusts workloads between analysts as necessary. Establishes and maintains standards and procedures that enable the Contract & Grant and Budget Units to manage, track and plan the financial activities of a $85 million portfolio and submission of over 121 proposals annually while in a constantly changing environment of regulatory and reporting requirements. Responsible for supervision of all proposal submissions, award set up, budget management, account reconciliation, transfer of expense, transfer of funds, close outs, agency reporting, accounts payable, entertainment expense, fabrications, payroll review, audit responses, and re-budgeting requirements. Manages the purchasing activities for all MSI extramural awards and department accounts. Includes managing low and high value purchase orders, flex card purchases, PSA's, charters, vendor blankets, equipment inventory, insurance, and risk management.
  • 5% Campus Advancement - Leads and participates in campus-wide efforts to improve business practices and systems by lending expertise, leadership, and visioning skills via focus groups, committee service, and developing and piloting new systems as appropriate. Collaborates in the development and review of new and revised policies and procedures. Provides expert consultation by maintaining a comprehensive understanding of all relevant financial policies for both pre and post award finance.
