Full Salary Range: The full salary range for this position is $124,200 to $243,800/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

Brief Summary of Job Duties:

Under the general guidance of the Institute's director, the Management Services Officer is responsible for the full range of management functions in the Marine Science Institute. Has significant responsibility to achieve broadly stated goals through subordinate managers and direct reports. Determines objectives, develops strategies, and manages departmental operations, planning, facilities management, human resource management, pre and post award contract and grants, fiscal resource management, information technology, outreach, and health and safety programs. Performs highly complex and advanced analysis techniques, understands past performance and determines present and future performance and resource allocations.

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Excellent interpersonal skills to effectively lead, motivate and influence others, to develop and maintain high standards of service, and to work effectively across the organization at all levels.
  • Advanced decision making and reasoning skills, and advanced ability to develop original ideas to solve problems, conduct operations and quality control analysis, ability to multi-task and ensure effective time management.
  • Applies detailed knowledge of unit functions to create and foster an effective team environment.

Preferred Qualifications:

  • 10+ years Progressive management and/or leadership experience. Excellent interpersonal skills to effectively lead. Knowledge of financial analysis and reporting techniques, human resources and risk management planning; accounting and payroll. Management of major programs, complex facilities. 
  • Excellent ability to establish metrics for the goals of the institutes and those of employees.

Job Functions and Percentages of Time:

 

  • 40% Financial and Business Management - Manages the fiscal affairs of the Institute. In consultation with the Director, the MSO plans and controls expenditures of the department budgets. Sets fiscal priorities and restrictions and develops short and long range financial plans. Responsible for design, research, and submission of annual reports, budget requests, and rate and recharge packages. Performs analytical studies on budget issues. Ensures auditability of all department procedures, purchases, employee appointments, computerized systems, and daily procedures within the administrative offices of MSI. Manages pre- and post award operations involving all contract and grant administration, accounting, employment and payroll, travel, purchasing, business services, and equipment inventory. The MSO serves as the liaison for MSI to higher level management. 
  • 15% Human Resources/Personnel Management - Manages support staff involved in all personnel areas for >750 employees. Applies advanced management skills and principals to a growing and changing institute. Provides leadership, policy interpretation, and training to supervisors, directors, and managers in university, extramural funding agencies, and collective bargaining agreements. Ensures that all health and safety regulations are adhered to in the general operation of these units. Manages complex budgetary control systems for units and centers.
  • 25% Unit Management - Manages or advises with the management of the following units within the Institute: Information Systems, Graphics, Contracts & Grants, Personnel, Purchasing, Budget, Travel, and Analytical Lab. Includes planning and goal setting, establishing priorities, analyzing staffing and programmatic needs, and controlling budgets. Provides guidance to faculty, professional researchers, staff, and students regarding issues related to MSI activities consistent with the goals, objectives, and policies of the institute and the University. Oversees rate and recharge operations. 
  • 10% Project Management - Provides specific administrative oversight and analysis for particularly large and complex awards whose scope requires significant management efforts. Works directly with project PI's or Project Coordinators to properly enforce agency requirements and to achieve project goals.
  • 10% Facilities Management - Assists with short-range and long-range facilities planning and development to meet the institute's needs including the coordination of design, development and construction or renovation of research and education outreach buildings. Oversees all of the institute's facilities (approximately 36,000 square feet). Oversees moves of faculty and researchers among office and research laboratory spaces. Serves as liaison with Budget and Planning, Planning and Construction, Office of Research, architects, and Environmental Health and Safety on issues involving construction, project design, and funding. Through interactions with relevant subordinate managers ensures that facilities are safe and secure, and that needs of users are met. Facilities include research laboratories; environmental rooms; recharge chemical analyses laboratories; running seawater workrooms; faculty, researcher, and staff offices; education/outreach facilities; and touch tanks. Responsible for ensuring that building facilities and utilities are properly functioning. Works with the Director and institute committees on space allocation decisions and interactions with other departments and ORU's.
