Job Summary

Department Purpose

Student Health and Counseling Services (SHCS) provides primary care, mental health, urgent care, laboratory, pharmacy, optometry, health education, and counseling services to registered UC Davis students. SHCS serves approximately 300 patients per day during the school year. The mission is to provide campus health and wellness resources that enable students to successfully achieve their academic goals and life-long wellness.

SHCS has approximately 160 staff including managers, senior professionals, professional and support staff, student employees, mental health interns, and post-doctoral residents. SHCS is accredited by AAAHC (Accreditation Association for Ambulatory Health Care), IACS (International Association for Counseling Services), and APA (American Psychological Association). The Student Disability Center utilizes current documented functional limitations and requests for services within the context of courses requirements and approves services and coordinates accommodations (including exam services) to establish equal access to the University's educational programs for students with disabilities. SDC has approximately 30 staff, including managers, office personnel, disability specialists, technical support, captioning/ASL experts and student assistants to help with lecture transcription.

This position's main role is to oversee technical security for a variety of desktops, servers, printers, scanners, and clinical devices in both departments. Responsible for designing, developing, implementing, and maintaining systems and programs to ensure the integrity, reliability, and security of data and systems, including Wide Area Network (WAN), Local Area Network (LAN) access, and Virtual Private Networking (VPN).

Job Summary

Under the general direction of the ISG Manager, oversees all aspects of technical security and provides senior-level system and network administration for Student Health and Counseling Services (SHCS) and the Student Disability Center (SDC) departments and their Local Area Networks (LAN) in various locations on campus and at the UC Davis Medical Center. The primary role of this position is to support the growing cyber security needs of SHCS within an ever-changing security landscape. Under the direction of the ISG Manager, this position helps the departments maintain compliance with applicable UC/UCD policies and federal and state regulations and laws.

SHCS and SDC both deal with extremely sensitive data daily, so security expertise is required. The incumbent works with Student Affairs and other groups on campus to ensure compliance and compatibility of SHCS/SDC systems and system security and operational integrity. The incumbent will also assist with data management, queries, and analysis for SHCS staff.

WORK ENVIRONMENT

  • Vacation is restricted during peak work periods.
  • Due to the mission-critical services provided, this position may work hours other than M-F 8am-5pm, especially in response to system problems. Work in a busy office environment with frequent interruptions.
  • Occasional travel may be required. Occasional travel between campus and off-campus locations. Valid/current driver's license; participate in the Department of Motor Vehicles (DMV) Pull Notice System.
  • Position may, at times, require employee to work with or be in areas where hazardous materials and/or infectious diseases are present.
  • This position is subject to pre-placement screening provided by Occupational Health Services. Pre-placement screening will consist of infection control testing that includes blood tests for TB screening and other infectious diseases and may include a physical exam, provided by Occupational Health Services, given at no charge to the applicant.
  • Adhere to workplace safety practices, read information communicated about workplace safety, complete required safety training on time, and report any workplace safety issues promptly to their supervisor or the designated safety coordinator.
  • Position requires signing a statement acknowledging requirement to report child abuse (CANRA) and requirement to report suspected abuse of dependent adults and elders.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • Experience with fundamental cybersecurity concepts and using computer network defense and vulnerability assessment tools, intrusion detection methodologies and techniques, and common security assessment and analysis tools.
  • Experience with advanced security hardware and software implementations, including hardware firewalls (FortiNet, Palo Alto, etc.), patch auditing software (WSUS, BigFix), centralized anti-virus management, intrusion detection systems, secure remote access technologies (VPN etc), secure authentication & authorization including Kerberos, hardware & software encryption, and various other security hardware and software implementations.
  • Experience in desktop system administration (systems running Microsoft Windows 11, and Macintosh OS X 10.13+) and server system administration (Windows server 2019/2022, Linux) including Active Directory, ssh, samba, nfs, etc
  • Experience in server administration of Microsoft SQL Server 2014 and later.
  • Experience using interpersonal, customer service and written communication skills to effectively, professionally and collaboratively convey information to a diverse clientele of varying hierarchical and technical levels.

Minimum Knowledge, Skills, and Abilities (KSA):

  • Knowledge and programming experience in writing programs in Python, shell scripts, SQL, etc.
  • Ability to work independently, establish priorities under high-volume, multiple-demand work conditions and manage time effectively to meet all task/project goals and client expectations.


PREFERRED QUALIFICATIONS

Preferred Education/Experience:   

  • Bachelor's degree in a related area and/or equivalent experience/training.
  • Experience working with service providers & contract/vendor negotiations.
  • Experience working in a medical or other environment that required adherence to patient confidentiality protocols and data security.

Preferred Knowledge, Skills, and Abilities (KSA):

  • Knowledge of common info security frameworks (e.g., ISO/IEC 27001, ITIL, & NIST) and relevant legal/regulatory requirements (e.g., FERPA, HIPAA, PCI, & FISMA).
  • Demonstrated knowledge of incident response methodologies and techniques.
