The HR Executive Director is responsible for staff and academic HR management, policies, and procedures at UC Agriculture and Natural Resources (UC ANR) including central HR functions, operations, and the HR Business Partners team, which in turn provides professional HR guidance and support to clientele groups with the objective of adding value to the Division. The Executive Director - UC ANR Human Resources, reports to the UC ANR Associate Vice President - Business Operations. 

The HR Executive Director is responsible for driving integrated strategic HR programs and services that align with the business objectives and needs of senior leadership and clientele groups at UC ANR. The position has direct oversight over traditional central HR functions including Academic Personnel, Staff Personnel, Employee/Labor Relations, Recruitment, Staffing/Employment Compensation, Training and Development, and HR Information Systems Services.

The position provides leadership to the HR Business Partner Team, which works closely with client departments to identify service needs and ensure ongoing customer satisfaction and process improvement. The HR function at ANR serves Research and Extension Centers, UC Cooperative Extension offices, and ANR statewide and administrative units.

The position also functions with other central service areas as part of a consolidated HR Unit. This position has responsibility on issues involving budget, organizational coordination, and conflicts of interest directly to the Associate Vice President, Business Operations. 

The HR Executive Director represents ANR Human Resources providing substantive participation on a wide range of ANR and UC systemwide work groups, task forces, and committees that impact the effective and efficient operation of HR services, and influences decisions and development of programs that enhance the effective operations of HR activities and programs at ANR. 

Promote, in all ways consistent with other responsibilities of the position, accomplishment of the Affirmative Action goals established by the Division.

 

This position is a career appointment that is 100% fixed.

 

The home department for this position is IMM Office of HR. While this position normally is based at 2801 Second Street, Davis, CA, this position is eligible for hybrid flexible work arrangements, for applicants living in the State of California, at this time. Please note that hybrid flexible work arrangements are subject to change by the University. 

 

Pay Scale: $134,000/year to $200,600/year

Key Responsibilities:

30%

Strategic, Planning and Leadership

Translate and implement systemwide HR strategic plan objectives for UC ANR.

Meet with UC ANR senior leadership and others to establish departmental HR plans and objectives.

Lead efforts to design, develop, and implement systems that ensure a coordinated and cohesive framework for effective management of HR and service delivery.

Interact with UC ANR senior leadership on critical situations, negotiations, or influencing and persuading other senior level managers to ensure best outcomes and minimize organizational risk.

Collaborate with the Associate Vice President - Research and Cooperative Extension, and the Vice Provost - Academic Personnel and Development on HR issues that affect academic and program delivery staff.

UC ANR HR Staff

Manage all aspects of UC ANR HR service delivery:
Work collaboratively with stakeholders to establish mission, goals, objectives and service standards for HR staff, for which this position is fully accountable and responsible. Establish feedback/communication mechanisms and maintain relationships sufficient to ensure that the work of HR staff is service oriented and aligned with needs and interests of senior leadership and client departments.

Plan, design, and implement HR service lines, establishing direction, policies, and procedures for HR staff. Direct and control activities through subordinate managers having overall responsibility for functional HR service lines and business partnerships. Develop and modify service standards with key constituents to ensure that services, roles, and accountability are clearly defined.

Establish and manage the unit budget, including tracking expenditures against projections.

Assign and direct the work of team leads and members, ensuring that each individual understands job expectations. Provide routine performance evaluations and opportunities for training and professional development, facilitate unit meetings, and act as liaison and problem-solver.

Ensure unit and staff compliance with UC personnel, electronic communications, information security, business, and other policies.

UC ANR Affirmative Action

 

Ensure that the principles of Diversity, Equity and Inclusion are components of relevant aspects of the HR function.

 

Provide oversight and leadership on the implementation and monitoring of ANR's Affirmative Action Program for academic and staff personnel.

Supervise the Affirmative Action Director who also serves at the Title IX Officer and the Compliance Officer for UC ANR. Serve as ANR's Resolution Complaint Officer.

Advise management, collectively and individually, on affirmative action compliance in employment and programs. With the ANR Affirmative Action Director coordinate county/statewide compliance reviews.

Oversee the response to external and internal civil rights/discrimination-related complaints (both formal and informal) regarding ANR programs.

With the ANR Affirmative Action Director, coordinate UC Cooperative Extension Affirmative Action policy with UC Affirmative Action policy and state and federal Affirmative Action/EEO policy.

Oversee the preparation of all necessary civil rights compliance reports for Cooperative Extension Service submitted to the federal government, including the Affirmative Action Personnel Plan.

UC ANR Training Coordination 

 

Responsible for training coordination of UC ANR Academic and Staff including:
Chairperson of the ANR Training Advisory Committee. Guide the committee on the planning, coordination, and development of training for UC ANR. Ensure budgetary commitments are met. Provide oversight and support for committee members in the identification of training needs and provide subject matter expertise for the development of new training. Assist in the monitoring and evaluation of training as they are held and assist committee members in the process of identifying areas of improvement. 

Coordinate with the UC ANR Training Coordinator on the development and implementation of the training website and Learning Management System (LMS) for UC ANR. Coordinate with the Chief of Staff to the Vice President on the overall strategic plan for Training and Development to serve both UC ANR academics and staff.

Management

Collaborate with HR partners and UC ANR unit directors to implement a variety of projects, engaging in both business and HR aspects, and using internal and external resources as necessary. Provide oversight, project management, and maintain accountability for ad hoc HR projects. Lead and direct consultants and contract staff and ensure and evaluate outcome delivery.

Representation

Represent UC ANR HR substantive participation on a wide range of UC ANR and UC systemwide work groups, task forces, and committees that impact the effective and efficient operation of HR services; influence decisions and development of programs that enhance the effective operations of HR activities and programs at UC ANR. This includes but is not limited to UC Chief HR Officers' Meetings, UC ANR Administrative Review Council, and UC ANR Vice President's Council. The Executive Director develops and nurtures partnerships and relationships with ANR clientele and stakeholders.

 

Requirements:

  • Bachelor's degree and equivalent experience in related area, with at least 10 years substantive and progressively responsible senior leadership experience in HR. 
  • HR experience in a non-profit or governmental organization setting.
  • Demonstrated ability to design, implement, and evaluate HR programs and services.
  • Combined leadership skill and technical knowledge of HR professional functional areas (compensation, staffing, employee and labor relations, benefits, training and development) to establish standing as a credible and recognized authority with UC ANR senior leaders.
  • Solid knowledge of and demonstrated experience in HR policies, required regulations, programs, procedures, administration, and budget development. 
  • Knowledge of payroll administration and an understanding of Federal and State laws governing HR matters. 
  • Vision and skill to effect successful change and lead ongoing development and operation of an innovative HR organization and services. 
  • Demonstrated track record managing programs that result in improved efficiency and measurable results for the organization. 
  • Demonstrated supervisory/management experience that includes motivating and managing staff. Experience establishing staff performance levels commensurate with the organization's strategic objectives. Experience and skills to inspire, motivate, and guide team members toward goal accomplishment. Ability to empower staff by sharing authority and accountability.
  • Strong verbal and written communications skills and demonstrated experience effectively conveying information and tactfully dealing with diverse people, situations, and ideas. Strong ability to make compelling presentations that further the strategic goals of UC ANR Human Resources and build client support for initiatives.
  • Demonstrated high-level interpersonal skills to create robust relationships with internal and external partners that further HR initiatives. Experience that demonstrates the ability to negotiate or influence these constituencies on matters of significance to the organization.
  • Judgment to make sound decisions in uncertain or ambiguous situations; ability to approach challenges with a clear perception of organizational and political impacts. Demonstrated ability to handle extremely difficult or volatile situations/individuals effectively.

 

Preferred Skills:

  • Master's degree in related area (e.g. HR, business, or law) is highly preferred. 
  • HR department management experience with both academic and non-academic populations in a higher education organization.
  • Experience in academic systems such as academic recruitments, merit and promotion process, sabbatical leave, and emeritus status.

Special Conditions of Employment:

  • Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies.
