Department Overview
The Office of Ethics, Compliance and Audit Services (ECAS) is located at the systemwide University of California Office of the President (UCOP) and is an independent Regental office that is responsible for developing and administering the University of California's (UC) compliance and audit programs and thereby ensuring that the University is in compliance with professional standards; internal policies and procedures; and all applicable local, national and international laws and regulations. ECAS provides this support through three core lines of service: Audit Services, Compliance Services and Investigations Services. The Compliance team in ECAS covers general compliance areas and includes subject matter experts in Healthcare Compliance, Research Compliance, Export Control, and Privacy. The Regents of the University of California established a UC-wide ethics and compliance program in 2006. The program's infrastructure includes a broad cross section of specific and shared risks and stakeholders from ten UC campuses, five medical centers and the Lawrence Berkeley National Laboratory. The Senior Vice President and Chief Compliance and Audit Officer (SVP) is the Principal Officer of the Board of Regents of the University of California. The SVP provides communication and updates to the Regents through the Board's Compliance and Audit Committee, or the full Board if required.

Position Summary
The General Compliance Analyst works as part of a compliance team in ECAS and assists the coordination of the compliance activities and systemwide efforts to ensure UC compliance with all federal and state laws and regulations along with UC policies and procedures related to several areas, including, Americans with Disabilities Act (ADA), Clery Act, Privacy, Healthcare, and other higher education-related areas. This role provides general support for the compliance team. Support functions include meeting organization, analysis, some research, report preparation, project management or tracking of a variety of projects and initiatives. For example: May research, create, or assist in creating content across all media in the form of reports, briefing or guidance documents, and training and awareness materials for a wide variety of stakeholders. The compliance analyst will work on issues with general supervision. Ability to learn quickly to assist in content delivery is a plus. This role will utilize gained knowledge of higher education compliance risk areas and best practices to create and assist implementation of various compliance training and guidance modalities. Will act as a key partner and administrator in researching various issues, data compilation, synthesis, and analysis. Will assist with, and help coordinate various annual report activities, training initiatives, and other major general compliance programs and projects. Works collaboratively with the Ethics, Compliance and Audit Services (ECAS) team. It is important for this role to have the willingness to actively engage in continuous learning to develop familiarity and knowledge base of one or more areas of higher education-related general compliance regulations and compliance best practices and methodologies.

Key Responsibilities
45% Compliance Project Management and Support: Researches broad compliance issues across federal and state laws, university policies, and best practice, under general guidance from a compliance manager or other compliance subject matter experts on the team. Compiles, analyzes, and synthesizes complex information for various purposes including the creation of training and reports, and for general project support. Manages systemwide training initiatives and reports on training data.


25% Systemwide Workgroup Coordination: Helps coordinate systemwide compliance groups by assisting with the facilitation of group meetings, agenda creation, meeting minutes and summaries, and action item tracking. Supports presentations on complex compliance topics or facilitates discussions. Assists compliance team with system implementation and process documentation. Plans and arranges other general compliance-related meetings, projects, and events.


20% Coordinates general compliance team projects, serving as a liaison on collaborative efforts with stakeholder groups and other UC Office of the President (UCOP) divisions. Strong technical skills and/or keen interest in participating in technical projects like implementing new systems or software tools is an advantage for this role.


10% Other Responsibilities: Additional duties as assigned.

Maintain current knowledge of compliance program best practices and ability to develop knowledge as necessary to address compliance issues as they arise.
Ability to efficiently manage multiple assignments, adapting to changing priorities and prioritizing effectively to meet deadlines.
Demonstrated ability to work with minimal supervision and within cross-functional teams.
Sound interpersonal skills and ability to maintain confidentiality and oversee sensitive information with tact and diplomacy. Ability to collaborate effectively with diverse groups.
Strong ethical values and awareness of workplace diversity, including viewpoints, perspectives, and experiences.
Ability to travel for systemwide UC meetings, other UC initiatives, and training. (Approximately 10%).
Proficiency in the Microsoft Office suite.

Preferred Qualifications
Familiarity with state & federal laws and University policies and regulations related to one or more higher education compliance areas (e.g., ADA, Clery, Privacy, Healthcare, NCAA).
Demonstrated ability to prepare reports and training and assist with presentations to a variety of audiences in a clear and concise manner both in writing and verbally.
Skills in coalescing viewpoints and facilitating outcomes in group settings.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
