JOB SUMMARY

Under the general supervision of the Director of Business and Financial Analysis/Interim Chief of Staff, and Interim Director of Risk Services/Director of Occupational Health, the Financial Support Specialist is a member of the University of California Santa Cruz, Risk Services office. The Financial Support Specialist provides support to all Risk Services programs and coordinates all aspects of the Be Smart About Safety loss prevention program, including management of the application process with the UC Office of the President, the campus funding, and financial transactions associated with each project. This position requires responsible and complex budgetary analysis, with careful attention to detail. The Financial Support Specialist will also manage the application and budgetary process for several additional Workers' Compensation initiatives, the Violent Acts Mitigation and Prevention program, and will provide data analysis support to the Director as needed.

Budgeted Salary: $111,150/annually
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES

70% - Financial Analysis
 

  • Provides analytical support for highly complex budget, financial, and resource projects working directly with RSS managers and outside constituents. Works closely with department management to distill the data.
  • Coordinates the gathering of budgetary and resource requirements information during planning stages, including the annual budget process, and project budgets to ensure milestones are realized.
  • Gathers, analyzes, prepares, and summarizes recommendations for complex financial and resource plans, including annual resource allocation approaches, future trends requirements, operating forecasts, sources and uses, and financial analyses including generating, modifying, and conceiving new financial or other resource reports, strategic planning, and modeling, analyzing and forecasting staff salary budgets, contracts, and grants, and making recommendations for maximizing financial or other resource outcomes.
  • Makes recommendations on maintaining and strengthening internal controls to protect University resources. Develops and makes recommendations on internal policy and procedural changes that affect functional areas.
  • Reviews and approves advanced financial transactions. Uses advanced understanding of industry practices and organizational policies and procedures to resolve highly complex or difficult assignments.
  • Coordinates preparation and approves financial documents to expedite purchasing, invoice and pro card payments, direct payments, and travel reimbursements,
  • Coordinates financial transactions and recharge billing.
  • Manages transfer of payroll and non-capital expenses.
  • Coordinates research of financial transactions utilizing campus systems.
  • Manages reconciliation of transactional detail and financial reports to ensure the integrity of the data, and within general accounting practices and campus and system-wide policies and procedures for BSAS and other Risk Services programs.
  • Performs complex financial studies for both RSS and external constituents. Examples include periodic financial reports, staff budgets, contracts, and grants. Financial and resource analysis could include budgetary analysis, financial analysis, forecasts, projections, staff salary or FTE analysis, general rate analysis (copier rates, capital project rates) contracts and grants analysis, fungibility of funds, working capital, depreciation and new program funds, such as the BSAS program, and other Risk Services programs.
  • Manages and makes recommendations to update the BSAS funding process.


30% - Administrative Support
 

  • Responds to questions, researches issues, and resolves problems that have a significant impact on the overall goals of the department and programs.
  • Develops and makes recommendations on internal policy / procedural changes that affect the functional area.
  • Coordinates administrative office support and may serve as a point of contact for department office administrative services.
  • Provides supervision and training to direct reports, develops annual goals and performance appraisals, and maintains an effective work environment.
  • Participates in department and campus workgroup committees, including the monthly RSS Business Team meetings.
  • Coordinates and provides support for Human Resources transactions, Staffing List in Financial Managers Workbench (FMW), department facilities, and annual facility inventory.
  • Manages all aspects of the Be Smart About Safety loss prevention program, including management of the application process with the UC Office of the President, the campus funding, and financial transactions associated with each project.
  • Manages the application, budgetary, and funding process for UCOP initiatives as well as department-developed initiatives.

 

REQUIRED QUALIFICATIONS

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Thorough working knowledge of finance policies, practices, and systems.
  • Advanced interpersonal skills at all levels within the organization; advanced service orientation and critical thinking skills; and attention to detail.
  • In depth ability to use organizational skills to multi-task in a high volume environment.
  • Ability to independently gather required information to organize, and perform financial analysis assignments. Ability to identify, collect, and analyze information from multiple sources.
  • Demonstrated ability using organizational skills to multi-task in a high volume environment.
  • Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner.
  • In depth ability to use multiple spreadsheet and database tools to gather information for specialized, complex financial analysis, fiscal management, and financial reports.
  • Ability to adapt to changing priorities. Excellent problem-solving skills.
  • Ability to function as a member of a team. Demonstrated ability to work collaboratively across a complex organization to achieve results.
  • Demonstrated ability to prioritize assignments and independently organize work, demonstrating initiative and follow through.
  • Ability to use standard computing tools including Microsoft Word, Excel, Adobe Acrobat, email, online calendaring systems and the Internet.
  • Demonstrated ability to supervise in an office work environment; three years of full-time work experience.
     

 

PREFERRED QUALIFICATIONS

  • Advanced degree in related area and/or equivalent experience/training.
  • Advance knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Knowledge of or experience with University or University-like systems, policies and procedures, and or/familiarity with higher education institutions.

     

SPECIAL CONDITIONS OF EMPLOYMENT
