Department Summary:

The Business Operations Center (BOC) is a consolidated administrative support unit in the Division of Agriculture and Natural Resources (ANR) which provides financial and administrative services to ANR statewide programs, administrative service units, and research and County-based extension centers located through California.

Position Summary:

Serve as Financial Services Analyst reporting directly to the Associate Director of the BOC, oversee and approve the credit card program including appropriate security measures. As well as special projects assigned to the BOC working with the Associate Director. Initiate financial documents for transactions for state, revenue, extramural accounts, and federal appropriations.

In coordination with the BOC management team, provide direction to financial services staff for financial transactions, excellent customer service, exceptional knowledge base. Support our Academic Advisor community and Financial Analyst with startup accounts, support funds and academic salary cost recovery.

Gather and evaluate information, programs, initiatives from a variety of sources and provides complex and in-depth analyses across a broad spectrum of development plans. With the Associate Director create operation budgets and for the purpose of short and long-range planning for these programs and initiatives. Provide reporting to all levels of senior management.

This position is a career appointment that is 100% fixed.

The home department for this position is the Business Operations Center. While this position normally is based at 2801 2nd Street in Davis, CA, this position is eligible for hybrid flexible work arrangements, for applicants living in the State of California, at this time. Please note that hybrid flexible work arrangements are subject to change by the University. 

Pay Scale: $78,700.00/year to $111,900.00/year

Consultant and Analytical Management:

Manage ANR's Merchants Service, Cash Handling, and income processes. Applies advanced financial services and accounting concepts to perform highly complex technical analyses.  Ensures compliance with federal and state requirements. Applies advanced understanding of industry practices and organizational policies and procedures to resolve highly complex or difficult assignments.  Develops and implements financial transaction processes and procedures, train staff on financial activities.  Conducts audits of internal records and processes. Makes recommendations on maintaining and strengthening internal controls to protect University resources.  Interprets related policies and advises departments accordingly.  Manage ANR's Merchant Services.  Analyze credit card fees for accurate distribution. Support Business Partners and Financial Services Assistants with resolving Bank Charge Backs and credit card refunds. Maintain holding accounts for on-line sales accounts and for all forms of income.

Analytical Support and Special Project for Associate Director: 

Technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; problem-solving frequently requires analysis of unique issues / problems without precedent and / or structure. May manage programs that include formulating strategies and administering policies, processes, and resources, functions with a high degree of autonomy. May work on highly complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. Uses advanced financial services and accounting concepts and organizational objectives to resolve highly complex issues. Works closely with Associate Director to produce outcomes/plans that meet the needs of BOC and ANR. Participation in various working groups and committees.

Provide backup to the Financial Analyst supporting our Academic Advisors. Processing Budget Adjustments, Salary Cost Recovery, Salary Savings, etc.

Requirements:

  • Bachelor's degree in finance or accounting and / or equivalent experience / training.
  • Advanced knowledge of financial or accounting concepts, policies and procedures, as well as related accounting and regulatory compliance requirements.
  • Advanced knowledge of organization and systemwide financial processes and procedures.
  • Advanced skills in the use of spreadsheet and database software.
  • Analytical skills sufficient to develop and implement financial data management and reporting systems.
  • Strong interpersonal skills and ability to work effectively across the organization at all levels.
  • Experience with project management, leadership, and process re-design.
  • Advanced knowledge and understanding of internal control practices and their impact on protecting resources.
  • Advanced leadership skills to provide guidance, coaching and mentoring to professional and support staff.
  • Skills include service orientation, ability to multi-task effectively in a varied, high volume environment; uses sound judgment and decision making, critical thinking, creative problem solving, and effective verbal and written communication skills.
  • Customer service and communication experience, interacting and communicating clearly, tactfully and effectively in person, by telephone and in writing. Experience assessing, designing and facilitating group meetings and training programs and conducting experiential learning programs.

Preferred Skills:

  • Three-four years of progressive analytical experience.
  • Knowledge and experience with PCI Security Standards, credit card terminals and cash handling.

Special Conditions of Employment:

  • Must possess valid California Driver's License to drive a County or University vehicle. Ability and means to travel on a flexible schedule as needed, proof of liability damage insurance on vehicle used is required. Reimbursement of job-related travel will be reimbursed according to University policies.
  • Travel including travel outside normal business hours may be requested.
  • Overtime and occasional weekend work as needed, usually on short notice to meet operational needs may be requested.
  • Restricted leave during the UC and federal fiscal year periods, mid-June/mid-July and mid-September/mid-October.
  • The University reserves the right to make employment contingent upon successful completion of the background check. This is a designated position requiring a background check and may require fingerprinting due to the nature of the job responsibilities. UC ANR does hire people with conviction histories and reviews information received in the context of the job responsibilities.
