Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $61,400- $109,200.  The budgeted salary or hourly range that the University reasonably expects to pay for this position is $65,200- $81,500.


Job Closing Date

Remote/Hybrid eligibility: This position is eligible for fully remote position as it supports three counties (Merced, Bay Area, and LA).

This position is a renewable one-year contract contingent upon grant funding. The grant periods include 2024-2027. This position is also eligible for full UC benefits.

About the Job

Under the general direction and supervision of the Director of Education Programs, the Credential Analyst and Program Coordinator of the TK Residency Program will serve as the designated credential analyst to the State of California Commission on Teacher Credentialing on matters related to the University of California TK Residency Program. This position has campus authority to recommend final teacher certification to the State of California's Teacher Credential Commission (CTC) for related credentials and will serve as the campus expert on the credentialing process and related academic matters of the TK Residency Program. The Credential Analyst and Program Coordinator manages teaching credentialing processes from candidate admission to CTC recommendation, as well as acts as a lead adviser for the TK Residency program. This position will coordinate program operations and logistics with the Assistant Director of the Teacher Preparation Program and local residency advisors assigned to the Los Angeles, Merced County, and Bay Area as a part of the TK Residency Program.

KEY RESPONSIBILITIES

  • Credential Analyst Manage all data and score reporting (for example, CBEST, CSET, RICA, CalTPA) using Salesforce, Banner, Microsoft Office Suite, Results Analyzer, and other CTC data systems. Design, implement, and manage technology, databases, and data entry for detailed statistical analysis for reports. Understand, remain current in, and apply the CA Education Code and salient federal policies/regulations governing teacher credentialing in California. To ensure compliance, understand and maintain current knowledge of the California Commission on Teacher Credentialing (CTC) regulations governing TK-12 teachers. Monitor and maintain regulatory compliance, including reports to the state through CTC and UCOP. Prepare annual federal Title II report documenting TK Residency program goals, test scores, and digital literacy. Apply Teacher Preparation Program, UC undergraduate, and graduate student policies and procedures applicable to clinical academic programs. Conduct transcript analysis for university and CTC-mandated requirements for completion of the preliminary credential, including articulation database. Collaborate with school district analysts to verify eligibility for TK-12 employment. Process CTC referrals for out-of-state teachers and candidates with partially completed preliminary credentials. Conduct trend analysis for enrollment projections, course sections, instructors, and instructional loads to inform the budget. Support the development of strategic programs based on new developments in credentialing laws, regulations, pending legislation, and state funding protocols for public education. 
  • Academic Recruiting: Attend and present at credential program information sessions. Coordinate and implement program recruitment planning and process. Provide counseling to prospective applicants and matriculated credential students as part of the TK Residency Program through Salesforce, email, phone calls, video chat (e.g., Zoom), and face-to-face meetings. Maintain and apply advising information pertinent to TK/Multiple Subject Matter Requirements from the CTC. Work closely with school district partners for residency and distance education programming, including cohort coordination and enrollment. Update relevant TK Residency Program handbooks and policies to remain compliant (e.g., Instructor, Student, Clinical Practice). Function as credential lead, managing articulation questions, transcript analyses, and weighting of standardized assessments, references, and relevant experience for matters pertaining to the TK Residency Program. Excel in culturally responsive communication. Maintain comprehensive knowledge of CTC-mandated standardized tests for teachers for TK/Multiple Subjects and subject matter expertise.
  • Orientation & Advising: In partnership with the Director of Education Programs, establish, organize, and coordinate TK Residency Program orientation and triage advising. Monitor progress-to-credential to inform advising for matriculated candidates in the TK Residency Program. Advise regional partners on eligibility for preliminary teaching credentials for Transitional Kindergarten. Staff and participate in admissions and scholarship committees. Liaison between Financial Aid, Student Business Services, Registrar's Office, and students regarding financial Aid, scholarship, and grant funding (e.g., UCOP). 
  • Program Management: Manage all items above (Credential Analyst and Academic Advising and Recruiting) in collaboration with the Director of Education Program, Assistant Director of Teacher Preparation Program, Teacher Preparation Program (TPP) Credential Analyst and Program Coordinator, and Teacher Preparation Program (TPP) instructors and part-time staff. Collaborate with Extension staff to manage transcripts. Monitor Extension inquiries (email, phone, website, etc.) as needed and coordinate with Extension staff accordingly. Recruit, train and supervise new support staff as assigned. Attend all CTC required credentials analyst training and participate on CTC committees and consortia. Represent the University of California TK Residency Program across all assigned regions, including Los Angeles, Merced County, and Bay Area, and in all meetings and organizations related to teacher credentialing in California. 
  • Other duties as assigned by the Director of Education Programs.

Qualifications

EDUCATION and EXPERIENCE

  • Bachelor's degree from an accredited university in a related area, or equivalent experience/training. (Required)
  • A California Teaching Credential or a Master's Degree or higher in Higher Education or a related field. (Preferred)
  • Three years of directly related, progressively responsible experience, or an equivalent combination of education, training and experience. An advanced degree a related field may substitute for one year of experience. (Required)

CRITICAL KNOWLEDGE AND SKILLS

  • Must maintain valid CA DL, a clean DMV record and enrollment in DMV Pull-Notice Program. 
  • Advanced knowledge of advising and counseling techniques. 
  • Knowledge of University-specific computer application programs and knowledge of University and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences. 
  • Advanced verbal and written communication skills. 
  • Interpersonal skills. 
  • Multicultural competencies; ability to work with diverse populations. 
  • Advanced knowledge of complex visa and immigration policies, procedures and regulatory requirements for international students and scholars. (Preferred)

  • Skills in monitoring / assessing people, processes or services, to make improvements. 
  • In-depth knowledge of the field's post-degree employment opportunities and practices. (Preferred)
  • Skills in project management, social perceptiveness to be aware of others' reactions and understanding why they react as they do. 
  • Experience working with databases to pull data, analyze information, patterns and trends, and present recommendations via reports and presentations. 
  • Experience with organizations and relationships among California higher education institutions and K-12 school districts. 
  • Experience with laws, rules and regulations relating to teacher education and the granting of credentials for public school service in California. 
  • Experience interpreting, analyzing and applying CCTC regulations, procedures, and academic requirements in support of recommending teaching credential candidates for a California teaching credential. 
  • Skill to train and oversee the work of others to meet high stakes deliverable as part of an academic program environment. 
  • Knowledge of the Teacher Education program principles and standards. 
  • Skills to understand and analyze course descriptions in California campus general catalogs and make initial decisions on applicability to requirements for UC Merced credential programs including subject-matter waiver programs. (Preferred)
  • Knowledge of Registrar's Office regulations, procedures policies and academic requirements including maintaining confidentiality of records and information. (Preferred)
  • Analytical skills to anticipate/identify problems, compare data to draw conclusions, develop goals/plans for resolution and implementation. 
  • Skills to organize and prioritize a multitude of tasks to effectively meet deadlines and maintain a high level of productivity.

  • A California Teaching Credential. (Preferred)
