Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $67,800 - $122,800.  The budgeted salary that the University reasonably expects to pay for this position is $79,000 - $85,000/yr.


Job Closing Date

Remote/Hybrid eligibility: This position will be predominantly in-person with hybrid remote tentatively planned for 1-day a week.

About the Job

The Contract Administrator for the Public Private Partnership (PPP) Operations and Maintenance at UC Merced is responsible for overseeing the day to day execution of the Project Agreement during the operations and maintenance phase. This role involves tracking performance measures, facilitating contract communications, handling owner-issued change orders, addressing relief events involving building occupants, and maintaining comprehensive contract documentation. The Contract Administrator plays a crucial role in establishing a strong partnership with the developer and ensuring the effective delivery of the campus mission through the utilization of physical infrastructure.

KEY RESPONSIBILITIES

PPP Contract Management:

  • Maintain a thorough understanding of the PPP contract terms, conditions, and obligations.
  • Ensure compliance with all contractual obligations, including service levels, performance measures, and key performance indicators (KPIs).
  • Act as the primary point of contact for all contract-related inquiries and issues.
  • Escalate issues timely to leadership, providing background context and options for consideration.

Performance Monitoring:

  • Develop and implement a performance monitoring system to track and evaluate the performance of the PPP partner. Regularly review performance data and prepare reports for university stakeholders.

Contract Communications:

  • Facilitate effective communication between the university and the PPP partner. Coordinate meetings, discussions, and negotiations related to contract changes, disputes, and resolutions. Manage the communication process for owner-issued change orders and ensure timely execution.

Relief Events and Building Occupants:

  • Handle relief events and disruptions caused by building occupants that may affect the contract's operation. Collaborate with relevant university departments and the PPP partner to find mutually agreeable solutions.

Contract Documentation:

  • Maintain comprehensive and up-to-date records of all contract-related documents, amendments, and correspondence. Ensure that all documentation complies with university policies and legal requirements.

Risk Management:

  • Identify potential risks and issues related to the PPP contract and take proactive measures to mitigate them. Collaborate with legal counsel to address contractual concerns as needed.

Financial Oversight:

  • Monitor financial aspects of the contract, including budget adherence and cost control, in collaboration with the finance team.

Stakeholder Relations:

  • Act as a contractual interface for campus stakeholders, providing guidance and advisement on best avenues forward with various institutional needs, ensuring alignment with the PPP contract.
  • Build and maintain positive working relationships with university stakeholders, including faculty, staff, students, and external partners.

Qualifications

EDUCATION and REQUIREMENTS

  • Bachelor's degree in business administration, contract management, or a related field.
  • 3 years of experience in contract administration, preferably in a PPP or similar infrastructure management role.
  • 7 years of equivalent related experience/education can substitute for a bachelor's degree.
  • Advanced degree in related area. (Preferred)

CRITICAL KNOWLEDGE AND SKILLS

  • Strong knowledge of contract law, contract management best practices, and public-private partnerships.
  • Excellent communication, negotiation, and interpersonal skills.
  • Proficiency in contract management software and tools.
  • Attention to detail and strong analytical skills.
  • Ability to work independently and as part of a team.
  • Problem-solving and conflict resolution abilities.
  • Knowledge of university operations and facility management is a plus.
