Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $67,800 - $122,800.  The budgeted salary that the University reasonably expects to pay for this position is $83,688/yr.

About the Job

Reporting to the University of California, Merced Director of Environmental Health, and Safety, the EHS Spec 3 position serves as the lead environmental safety and health professional in campus Housing and Dining and as the campus authority having jurisdiction (AHJ) for food, pools, and potable water safety.. Work is reviewed upon completion by the EH&S Director to ensure predetermined compliance and support objectives are adequately met and that the application of professional/technical judgment is sound. This position shall demonstrates sound judgment in selecting methods and techniques for obtaining solutions. Provides regulatory interpretation and technical advice.  Decision-making is based upon established procedures; relevant laws, regulations, campus policy, professional best practices, relevant health science means and methods as well as the impact on other EH&S programs and senior management approvals as required (Chancellor, VC Student Affairs, federal, state, and local agencies including the Merced County Department of Public Health).  Decisions can and will impact individual work, other EH&S programs, other campus departments and segments of campus (e.g., dining facilities, Athletics, potable water storage and distribution to name a few).

KEY RESPONSIBILITIES

Inspects, investigates incidents and complaints, and invokes corrective action as needed:

  • Investigates and identifies health and safety hazards associated with food, pool, and portable water sanitation programs at the UCM and, audits, and reports compliance status for program elements and establishes and coordinates preventive and corrective measures with appropriate departments
  • Routinely inspects all campus food facilities, mobile food facilities vendors, caterers, campus social events where food will be served, and the UCM campus child care center for compliance with sanitation regulations
  • Conducts epidemiological investigations, as required, including communicable and food-borne illnesses. Develops effective methods for gathering information involving epidemiological issues.
  • In partnership with department management, serves to address potential human resource concerns, responds sensitively and with discretion to occupants' health concerns.
  • Determines appropriate assessment methods based on occupant interviews, knowledge of campus building systems, and on-site observations
  • As needed, organize a committee/workgroup stakeholders to help guide/steer the development of processes to implement /enforcement of code, law, to ensure continuity of critical operations.
  • Discusses findings, as appropriate, with concerned building occupants in a group forum.

Conducts sampling and/or monitoring related to fields of responsibility:

  • Provides consultation, investigation, oversight, sampling and subsequent laboratory analysis of water quality within the campus potable water system, evaluates and reports findings and subsequently develops (as necessary) and implements operational procedures to ensure that campus potable water meets all regulatory requirements for safe drinking water standards.
  • Conducts dining facility food and workplace health and safety compliance assessments including compliance with food safety regulatory requirements in preparation, serving and storing food in UCM fixed and mobile food facilities as well as monitoring ventilation systems (for proper airflow, air filtration efficiency, temperature, and humidity) for adequate intake and exhaust and air pressure balance.
  • Conducts periodic field evaluations to determine workplace health and safety compliance.
  • Routinely monitors campus swimming pools for compliance and support of the facility as well as evaluates and reports audit findings along with implementing any necessary operational control procedures to provide the UCM Athletics Department compliance direction and support to ensure facility safety and compliance.
  • As the Campus Sanitarian, independently manages the Campus Sanitation Program, i.e., a program to provide a clean and sanitary environment for the handling of food products.
  • Manages the process whereby campus entities provide operational support in compliance with and preventive and corrective actions in response to compliance upsets in managing the campus-wide food, pool and potable water storage and distribution safety programs, which includes investigative and proactive elements.

Performs outreach and communication to campus, as needed, which includes:

  • Establishes and maintains working relationships with departmental liaisons in support of campus and departmental safety committees, in order to report, review and resolve health and safety non-compliance.
  • Interfaces with campus departments to provide compliance support and to enhance and increase departmental knowledge and understanding of the regulatory obligation and health and safety importance of sanitation program safety for fixed and mobile facilities.

Qualifications

EDUCATION and REQUIREMENTS

  • Bachelor's degree in Environmental Occupational Health or related area.
  • Advanced degree Biology, Microbiology, or a closely related science. (Preferred)
  • 3 years of related experience or 7 years of equivalent education/experience.
  • Registered Environmental Health Specialist (REHS) Registration with the State of CA (in good standing).

CRITICAL KNOWLEDGE AND SKILLS

  • Thorough knowledge/understanding of specific EH&S field(s), including related laws and regulations, and general knowledge/understanding of all EH&S fields. Thorough knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards and guidelines.
  • Ability to work in an environment that requires strong communications skills, education/training, interaction and collaboration for operational continuity. 
  • Interdisciplinary understanding of the physiochemical, biological, and medical sciences and their practical application to sanitation issues and public health programs.
  • Knowledge about public health interventions that protect community or workplace populations from unhealthful exposures to hazardous materials, infectious diseases, and physical and general safety hazards.
  • Knowledge and ability to interpret technical regulations and guidelines governing sanitation.
