Hiring/Budgeted Salary Range: The budgeted salary range that the University reasonably expects to pay for this position is $101,100.00 to $146,700.00/year.

Full Salary Range: The full salary range for this position is $101,100.00 to $192,300.00/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University.

Work Location: Cheadle Hall - 1317

Working Days and Hours: Mon-Fri 8am-5pm

Brief Summary of Job Duties:

 

The Associate Director, under the Budget Director's guidance, will lead annual budget cycle processes, ensuring alignment with organizational goals and policies. Provides financial analysis and guidance to operating divisions, presenting recommendations to senior management. Responsibilities entail providing support and guidance to leadership, ensuring effective management of financial resources and budgetary processes; offering insights into resource allocation strategies and analytical support.

The Associate Director will develop and implement analytic budgeting systems, evaluate performance trends and drivers of variance and oversee budget requests. Ensure compliance with standards and regulations, while adapting to policies as needed. Utilize analytic models to explore performance scenarios and identify efficiencies. Enhance digital presence and communication channels for the Budget Office. Review and approve budget changes, plan resource strategies, and leverage technological tools for data analysis and presentation. Collaborate with the Budget Director on training initiatives and campus-wide support.

 

Required Qualifications:

  • Advanced degree in related area and / or equivalent experience / training
  • 7-9 years Professional business experience managing or leading sophisticated budget processes within large organizations 
  • 7-9 years Strong practical and technical experience in financial resource allocations, financial modelling and analysis 
  • 4-6 years Experience implementing budget applications within a large university or other large organization 


Preferred Qualifications:

  • 7-9 years Professional business experience managing or leading sophisticated budget processes within large organizations 
  • 7-9 years Strong practical and technical experience in financial resource allocations, financial modelling and analysis
  • Proficient knowledge of and experience in strategic financial and budget management
  • Analytical and conceptual skills applied to the resolution of complex problems with ability to identify key issues in complex situations, evaluate options, initiate strategies for resolution, measure progress, and apply course correction as necessary
  • CPA, CFA, FPAC or similar

Job Functions and Percentages of Time:

  • 50% Annual Budget Administration - Key contributor in the creation, maintenance and evolution of the annual budget process. Leads the organization-wide annual planning and budget process, providing transparent processes and clarifying organization priorities and strategic objectives. Provides guidance and direction to operating divisions to ensure compliance university policies. Provides Financial, Budgetary, Payroll and HR related analyses to assist with respective administrative, programmatic, and operational needs. Independently initiates and designs complex analytical reports and statistical charts for senior administrators (the Vice Chancellor, the Associate Vice Chancellor, Directors and high-level campus control point officers) in support of the campus mission of research, academic and support functions. Ensures proper accounting structures are in place. Continually assesses the impact of changing circumstances and formulates short- and long-term strategies. Analyzes, interprets and implements applicable federal, state and University financial policies, regulations and administrative structures and makes necessary adjustments in procedures. Oversees the preparation of monthly budget reports for presentation to Budget Director and Associate Vice Chancellor. Prepares and make budget presentations to senior management. Present recommendations concerning the budget to senior management. Coordinates the fiscal year-end closing budget transactions and analyses.

 

  • 20% Resource Management - Responsible for management of campus provisions from the initial allocation of resources through the year-end closing steps. Includes a wide range of both accounts and funds associated with workload, block grant, merit, range, benefits, staff resources, budget cuts, campus discretionary funds, and indirect cost recovery. Determines availability of funds and appropriate fund source based on polices determined by the campus, the Office of the President, and the State of California. Identify significant resource issues and present information and analysis on a timely basis so that the campus can respond proactively to problems and opportunities.

 

  • 20% Campus-wide Analytical Support - Independently initiates and designs complex analytical reports and statistical charts for senior administrators (the Vice Chancellor, the Associate Vice Chancellor, Directors and high-level campus control point officers) in support of the campus mission of research, academic and support functions. Ensures proper accounting structures are in place. Continually assesses the impact of changing circumstances and formulates short- and long-term strategies. Analyzes, interprets and implements applicable federal, state and University financial policies, regulations and administrative structures and makes necessary adjustments in procedures. Manage special organizational, budget and financial studies such as administrative reviews, management audits, and program reviews that require research, data collection, critical thinking and a high level of independence. Direct and carry out analytical studies and presentations that identify significant campus resource, uses and trends. Serves as subject matter expert, providing leadership, consultation and guidance to campus Vice Chancellor control points on budget operations and financial management. Provides ad hoc assistance on interpretation of policies and makes recommendations regarding best practices. Provides one-on-one training to campus analysts on budget systems, programs, and reports as necessary. Participates in, and takes the lead in developing any other new initiatives and programs that further enhance the overall research mission within Finance & Resource Management. Familiarity with University Programs (1) Experience with the UC system or public higher education. (2) Knowledge of University procedures pertinent to areas of responsibility.

 

  • 10% Training and Support - Develops and maintains training resources for the campus community that promotes financial literacy, active budget management and improved resource utilization. Serves as a campus-wide expert in budget matters, providing expertise and direction to the division and campus business officers. Provides in-depth analysis of budget requests from campus control points, divisions and departments for permanent and one-time needs.
