Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $27.01- $47.22.  The budgeted salary or hourly range that the University reasonably expects to pay for this position is $30.65- $38.79.


Job Closing Date

Initial applicant review will begin on or around April 8th, 2024. Posting will remain open until filled.

Hybrid - Three days on-site per week.

This position is a one year contract and is eligible for full UC benefits.

About the Job

Applies professional programming concepts for small to medium-sized projects or portions of larger projects. Resolves a variety of programming design and implementation issues. Works on programming assignments of moderate scope where analysis of situations or data requires a review of a variety of factors.

KEY RESPONSIBILITIES

  • Ability to assist in the development of database systems by conferring with high-level management to determine problems and requests feasibility of K-12 student databases, financial database, database-driven web application. Knowledge of generation of reports within Adobe ColdFusion, Microsoft Visual Studio .NET, Microsoft SQL Server 2012, TeleForm, Access, and web services architecture for system integration.
  • Ability to evaluate basic programs for functional areas. Assist in analyzing existing programs or works to formulate logic for new systems, devises logic procedures, prepares flowcharting, performs coding, data analysis, and tests/debugs programs through the application of professional programming concepts. 
  • Ability to gather, analyzes, prepare and summarize recommendations for approval of system and programming documentation. Ability to conduct thorough and detailed systems analyses. Ability to develop, maintain, and document data delivery solutions between partners and integration of K-12 school information system (Eagle XP, SASI XP, EduSoft, and PowerSchool), and administer scheduled data upload to UCOP and other partners. Ability to develop applications to provide data import and export between local database and UC Doorways, California Department of Education, California Standards Test data, California High School Exit Exam data, California English Language Development Test data; and SASI/XP K-12 information system. Research and develop codes using Teleform Designer software and Optimize the scanning process. 
  • Assist in administering and managing Microsoft SQL database server. Develop and run queries, stored procedures, views, DTS jobs, and other SQL Server database objects as needed on local databases. Maintain data integrity and security utilizing encryption algorithm.
  • Assist several programmer/analysts staff working on multiple projects affecting several programs and provide technical review, support and direction. Provide training and documentation to the programmer in system development and design techniques, algorithm, approach, programming, and database application.
  • Other duties as assigned.

Qualifications

EDUCATION and EXPERIENCE

  • Bachelor's degree in Computer Science, Information Technology, Information Systems or related area from an accredited institution. (Required)
  • One year of progressively responsible related experience or equivalent experience/training. (Required)

CRITICAL KNOWLEDGE AND SKILLS

  • Intermediate knowledge of applications programming function. Knowledge of database theory and systems, specifically: Microsoft SQL Server 2008, 2005 and Acces.
  • Intermediate knowledge relating to the design and development of applications programs across the organization. 
  • Knowledge of other related areas of IT. Knowledge of department processes and procedures.
  • Intermediate skills associated with programming design, modification and implementation. 
  • Requires interpersonal skills in order to work with both technical and non-technical personnel at various levels in the organization. 
  • Must be able to communicate technical information in a clear and concise manner. Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization. 
  • Has ability to interface with management on a regular basis. Has skills needed to develop conversion and system implementation plans. 
  • Requires ability to understand business needs and how business systems can support those needs. 
  • Knowledge and skills in web applications, web programming language and object-oriented programming concepts. 
  • Working knowledge of, and experience with information system of K-12 Schools, UC Doorways, California Standards Test, Transcript Evaluation Services, ASSIST, California High School Exit Exam data, California English Language Development Test data, and K-12 information systems such as Eagle XP, PowerSchool, and SASI/XP preferred. 
  • Self-motivated and works independently and as part of a team. Able to learn effectively and meet deadlines.
  • Ability to assist with standard programming techniques including analysis, flowcharting, design, work measurement, data collection, and workflow processing. Systems analysis and data processing skills are required to translate manual operations to automated processes. 
  • Knowledge and skills in systems analysis and design for various applications including statistical analysis application. 
  • Intermediate knowledge of programming language, specifically: Adobe ColdFusion, Visual Basic .NET, C#, C++, Cardiff Teleform Scripting, XML, HTML, PHP, SQL and JavaScript.
  • Knowledge of PCs and demonstrated experience administering and maintaining servers. 
  • Ability to assist with modern client/server applications development infrastructure and project management.  
  • Knowledge of replication technology and graphics formats.
