Summary of Job Duties: The Senior Grants Administrator is a professional staff-level position in Grants/Costs Accounting. The incumbent will provide leadership, content expertise, and professional concepts in accordance with Grants/Costs Accounting processes, UAMS policies and procedures, State laws, and Federal regulations to solve complex problems effectively. Oversees the processing of post-award grant activities to include, but not limited to, award setup, financial reporting, invoicing, effort reporting, and other grant-related responsibilities.
Qualifications:
  • Bachelor's degree in finance, accounting, or related field plus seven (7) years experience in financial management of sponsored programs, or grants, and costs accounting at an Integrating the Healthcare Enterprise (IHE) required.

  • Research Administrator Certification Counsel (RACC) Certified Research Administrator (CRA) certification.

Knowledge, Skills & Abilities:

  • Collegial interpersonal skills.

  • Ability to communicate effectively in person, by writing, and by phone.

  • Skilled in establishing, nurturing, and maintaining effective professional working relationships.

  • Knowledge and understanding of multiple unit objectives/goals with the ability to work effectively across boundaries involving potential conflicts.

  • Strong Microsoft Excel skills.

Responsibilities:

  • Prepares/reviews complex and detailed documents, reports, and/or related materials.

  • Prepares complex analysis to assist the Director of GCA and Finance & Administration leadership for compliance decision-making.

  • Shares leadership for advanced complex reports and events (i.e., Uniform Guidance audit, financial compliance reviews, NSF Survey, SEFA, F&A proposal development) through proper understanding of requested data and determining the most effective way to prepare and present that information in a report format or as requested.

  • Manages the effective closeout of awards in accordance with Federal and State requirements.

  • Uses critical thinking and problem-solving skills to effectively manage large cash transactions.

  • Adept at navigating complex electronic environments for the purpose of effective cash management.

  • Makes independent judgments.

  • Influences the resolution of complex issues to achieve outcomes and resolve issues.

  • Assists GCA Administrators and Specialists with problem resolutions and structuring formats that facilitate success.

  • Develops mechanisms that assist with documenting processes related to cash management.

  • Contributes to the leadership of Grants/Costs Accounting by exhibiting foresight in creating goals and objectives that help to provide production excellence.

  • Reviews complex contracts and legal documents and negotiates to an acceptable resolution regarding financial compliance.

  • Reviews subcontracts, amendments, and modifications to provide subject matter expertise and guidance to GCA staff.

  • Overseed the administration and supervision of GCA staff responsible for award setup and system compliance.

  • Works both independently or within a complex structured team.

  • Understands user needs, requirements, and requests to identify priorities.

  • Manages and resolves urgent and/or conflicting requests.

  • Works daily with GCA Administrators, Specialists and UAMS constituents to resolve departmental/college financial issues and concerns.

  • Interprets guidelines and explains financial compliance/regulatory requirements as needed.

  • Meets with deans/chairs, and provides training to college/department faculty and staff.

  • Works one-on-one with the department and specific researchers when needed.

  • Determines methods and procedures on new assignments and provides guidance.

  • Exercises judgment within broadly defined practices and policies in selecting methods.

  • Provides guidance and supervision for GCA Specialists I and II, as well as student personnel.

  • Serves as liaison to management on policies, plans, and objectives.

  • Interacts with senior internal and external personnel on significant technical matters

  • Plays a key role in working to restore and maintain confidence and credibility in the work of Grants/Costs Accounting.

  • Performs other duties as assigned.
