Summary of Job Duties: The Project Manager for Program Evaluation is responsible for the oversight of program evaluation on grant and contract projects throughout the COPH Office of Professional Development and Program Evaluation. This includes workplan, logic model and evaluation plan development; plan implementation; tracking grant performance measures, data management, analysis, and reporting. The ideal candidate is experienced in managing grant deliverables, including meeting with key collaborators, responding to changing program needs, and regularly reporting to the Director and other constituents. This position will work closely with program leaders to provide data, consultation, and technical assistance, to ensure that data-driven, evidence-based, and sustainable approaches are utilized to improve efficiencies and documentation of best practices that will lead to the future success of the programs. This position will work with internal and external customers. This position is funded for the duration of the funding by multiple grants and contracts.
Qualifications:
  • High School diploma/GED plus nine (9) years of project management, program evaluation, data collection, and analysis, project management, grant writing, and management, or related experience or 

  • Bachelor's degree plus five (5) years of project management, program evaluation, data collection and analysis, project management, grant writing, and management or related experience required.

Knowledge, Skills & Abilities:

  • Proficient in the use of computer databases, data analysis, and creating spreadsheets with technical writing skills.

  • Ethical, results-oriented, and committed to ensuring the initiative has the best outcomes.

  • Highly motivated and capable of working with minimal supervision.

  • Project management and organizational abilities to manage priorities and workflow.

  • Able to collaborate with diverse partners and bring them together to achieve project outcomes.

  • Excellent listening, interpersonal, written, and oral communication skills.

  • Able to approach problems and challenges directly, efficiently, and with creativity.

  • High proficiency with Microsoft Suite and spreadsheets.

  • Must be able to shift readily between the "big picture" and the small but crucial details, knowing when to concentrate on each.

Preferred Qualifications:

Information management, data analytics, public health, statistics, or a related field that would provide knowledge of advanced electronic data management.


Additional Information:

Responsibilities:

  • Oversight of program evaluation on existing grants and contracts.

  • Develop performance evaluation plans for priority evaluation activities, including logic models, evaluation questions, and identification of appropriate evaluation methods and designs to address the purpose and scope of each grant or contract.

  • Lead collection, analysis, interpretation, and presentation/reporting of performance data, both qualitative and quantitative.

  • Collect statistical and narrative data across programs to form a cohesive understanding of progress in relation to milestones and targets.

  • Engage with program leadership and staff to inform and refine all aspects of the evaluation.

  • Collaborate with program leadership on initiative/program implementation and monitoring of progress on all evaluation activities.

  • Work closely with grant leadership to identify program improvement, and potential gaps, and provide evaluation-related technical assistance.

  • Development of new grant or contract opportunities.  This includes building relationships with internal and external partners to assist in developing programs and grants, grant writing, and contract management.

  • Perform other duties as assigned.
