Proposal Summary:
MSI is preparing to bid on the USAID/Afghanistan MECLA which is a follow on to the current AMELA activity that MSI holds. The purpose of MECLA is to provide third party monitoring, evaluation, performance management, collaboration, and learning services and program support to the USAID/Afghanistan Mission, USAID Bureau of Humanitarian Assistance (BHA) and the Department of State's Bureau of Population, Refugee and Migration (PRM), enabling the interagency partners to assess whether their programs are meeting their goals in Afghanistan and provide information to activity managers that will allow them to adapt programming and pivot to alternative approaches or geographic areas as needed.
Position Summary:
MSI is seeking a long-term Third Party Monitoring Services Team Lead, who will be responsible for the overall management and day-to-day functioning of all activities under MECLA Objective One. The position can be remote based anywhere in the world, with preference for time zones that facilitate communication with both Afghanistan and the US East Coast.
Responsibilities:
- Support Mission-wide strategic planning and development of strategies for specific activities.
- Provide assistance to the Mission in carrying out the mid-course stocktaking; prepare related reports.
- Analyze performance data and prepare materials to support Mission portfolio reviews.
- Provide assistance in developing, maintaining and updating the Mission Performance Management Plan.
- Support development of performance indicators and indicator reference sheets for the Mission and specific USAID funded activities.
- Oversee the development of specialized assessments such as the gender assessment to support Mission strategic planning.
- Provide technical support in refining and streamlining Mission processes and reducing administrative and management burdens
Qualifications:
- Minimum eight (8) years in the design of quantitative and qualitative data collection methodologies, including surveys instruments and interview questionnaire, required.
- Bachelor's degree in international development, statistics or economics or related field. Master's degree is a plus.
- Experience designing and implementing monitoring and evaluation plans for international development projects required.
- Experience with USAID projects preferred.
- Experience designing AMELPs and providing ongoing monitoring preferred.
- Experience designing performance indicator reference sheets and in implementing the related data collection strategy preferred.
- Experience supporting performance evaluations of international development projects preferred.
- Experience working in Afghanistan and non-permissive environments preferred.
- Familiarity with current USAID policies related to evaluation and performance monitoring management preferred.
- Strong communication and collaboration skills required.
- Fluency in English language is required.
