Project Summary:

The USAID/Ethiopia Learning Analytics Activity provides advanced, cutting-edge CLA support for USAID/Ethiopia's Country Development Cooperation Strategy (CDCS) and its development objectives. The contract supports the Mission in planning, designing, conducting, disseminating, and learning from evidence on its development activities. It focuses on deliberate learning, with the intention of driving program results faster than traditional monitoring, evaluation, and learning (MEL) activities. The contract will also enhance the institutional capacity of host country and local partners to improve CLA capacity, their accountability and their use of evidence for programming, learning and adapting. This contract is a five-year project, ending in April 2028. MSI has been asked to conduct Third-Party Monitoring (TPM) of USAID Implementing Partners. The TPM work will cover USAID activities across Ethiopia and will include monitoring of humanitarian and non-humanitarian assistance.

Position Summary:

The Third-Party Monitoring (TPM) Manager will work closely with the Director of Evidence and the Chief of Party (COP) and will oversee the implementation of the project TPM work. This will be a full-time position based in Addis Ababa, Ethiopia with a mandate to cover other regions.

 

Responsibilities:

  • Manage the TPM team, which includes Regional Coordinators, Senior Monitoring and Evaluation (M&E) Specialists, and Data Analysts, to coordinate and consult with USAID and USAID Implementing Partners (IPs) regularly.
  • Develop the monitoring plan, including site visit plans, after consulting with USAID and USAID IPs, specifying IPs, sectors, and modalities to be monitored.
  • Contribute to the development of data collection instruments tailored to humanitarian sectors and implementation modalities.
  • Oversee the training of data collection teams and the implementation of data collection.
  • Coordinate with USAID IPs to plan logistics specific to data collection.
  • Ensure the quality and validity of the data collected in the field aligns with the technical design of the project.
  • Facilitate proper communication between USAID, data collection partners, and other stakeholders to ensure the smooth conduct of TPM activities every month.
  • Identify and communicate any shortcomings in monitoring activities to relevant parties and take appropriate steps to improve team and individual performance as necessary.
  • Ensure the quality and timeliness of all TPM deliverables.
  • Conduct and oversee quantitative and qualitative evaluation of raw data and organize data for use by the team.
  • Support in the presentation of findings, conclusions, and recommendations to program stakeholders upon request.

 

Qualifications:

  • Master's degree in fields such as economics, sociology, social sciences, information technology, or statistics is required.
  • Minimum five years of relevant professional experience is required.
  • Minimum two years of experience working in any development and humanitarian sectors such as health and nutrition; water, sanitation, and hygiene; food security; economic recovery and market systems; protection; emergency shelter, is necessary.
  • Experience in conducting research and data collection in Ethiopia is essential.
  • Experience successfully managing and mentoring staff in a multicultural environment.
  • Ability to make sound decisions under pressure and adapt to changing circumstances.
  • Strong interpersonal and communication skills, with the ability to collaborate effectively with diverse stakeholders.
  • Strong leadership skills, with a demonstrated ability to effectively lead and motivate teams.
  • Strong organizational skills and attention to detail.
  • Fluency in Amharic and English required.
