Proposal Summary:  

The purpose of the evaluation is to examine the effectiveness of the MCC-funded Cote d'Ivoire Skills for Employability and Productivity project activities, determine whether the project has achieved the planned results, identify successes and gaps in performance against targets, and provide information on whether the project has had unintended consequences. 

 

Position Summary: 

The Technical Evaluation Specialist will provide key inputs related to TVET systems strengthening and Public-Private Partnerships (PPP) governance. This position will require working closely and intermittently with the Team Leader to implement all stages of this evaluation, including literature review and work planning, instrument development, data analysis, and reporting against findings, conclusions, and recommendations. This a remote position. The position is contingent upon funding. 

 

Responsibilities:

  • Contribute to desk research and provide inputs for an evaluability
  • Contribute to the drafting and finalization of the evaluation design including evaluation methodology, data collection instruments, data collection and analysis plans, work plans and other relevant sections. Technical inputs to focus on defining and measuring progress in strengthening of systems, quality assurance mechanisms, and private sector engagement
  • Provide input to development of instrument content and subsequent interpretation of data during the analysis stage. Data collection may consist of baseline and endline, each round with a survey, key informant interviews and focus groups.
  • Contribute to drafting sections of all evaluation reports and dissemination materials.
  • Participate in dissemination efforts for the evaluation findings, as requested.

Qualifications:

  • A minimum of fifteen years (15) of relevant experience designing, implementing, and disseminating results of impact and/or performance evaluations of TVET and workforce development projects, particularly through publication in peer-review journals.
  • Master's degree required in economics, workforce education and development, career and technical education, statistics, or another field directly relevant to the evaluation.
  • Demonstrated understanding of TVET systems strengthening and PPP governance models in low-income country settings required, through at least 8 years of program experience.
  • At least five years of experience as a research or evaluation team member focused on TVET, including experience conducting informant interviews and using other social research tools
  • Multilateral or bilateral donor-funded program, research or evaluation experience preferred,
  • Prior work experience in West Africa or Cote d'Ivoire highly preferred.
  • Strong interpersonal, supervision, and written/oral communication skills.
  • Fluency in written and spoken English and French required
