Project Summary:

Through the USAID/Ethiopia and Djibouti Learning Analytics Activity (LAA), MSI is tasked to conduct an endline evaluation of the Djibouti Early Grade Reading Activity (DEGRA). DEGRA is a five-year (February 2019 - September 2024) activity that aims to improve reading proficiency in primary schools (grades 1 - 5) with more than 55,000 children and was implemented in Djibouti (country-wide) by FHI 360. The Activity implemented a coordinated approach to engage teachers, communities and Ministry of Education and Vocational Training (MENFOP) to catalyze change and create an inclusive, gender-equitable and enriching environment for reading at school, community, and policy levels. With the development of quality material and teacher's training, the activity aimed to ensure the use of instructional practices for reading, tailored to children's needs and based on regular assessments. Parent-teacher associations (PTAs) and civil society organizations (CSOs) were also supported with activities that encourage reading in the community such as festivals, tutoring, and reading at home. The activity helped also MENFOP establish a technical commission to make a policy decision that will formalize the reading reforms supported by the activity.

Position Summary:

The Team Reading Leader will be responsible for the overall management of the evaluation and provide overall technical leadership support, with guidance from USAID/Ethiopia and Djibouti LAA. The Leader will oversee the evaluation team's efforts to effectively design, collect and evaluate data, prepare report, and submit high quality deliverables. The estimated level of effort (LOE) is tentatively 60 days, and the expected performance period for this activity is to start in the third week of July 2024 and is expected to be completed in December 2024. The LOE will be finalized during revised once the evaluation design is complete.

 

Responsibilities:

  • Manage the development of an evaluation design and work plan that includes a draft timeline, evaluation milestones, evaluation methodology, schedule of field visits, and data collection efforts.
  • Manage data quality throughout the evaluation process, including data processing and report writing.
  • Coordinate and oversee all study aspects, ensuring adherence to timelines and compliance with USAID Evaluation Standards.
  • Ensure incorporation of gender considerations.
  • Utilize appropriate evaluation and research methods in quantitative and qualitative approaches.
  • Apply analytical skills to interpret the findings and make actionable recommendations.
  • Serve as the primary point of contact on the evaluation, maintaining regular communication and providing updates on evaluation progress.
  • Spearhead and participate in PowerPoint preparation and presentation of evaluation design, write-up, and preparation of high-quality reports, presenting evaluation findings and recommendations to USAID and other relevant stakeholders.
  • Work closely with team members to ensure effective communication, coordination, and collaboration within the team and with key stakeholders.
  • Guide team members, promoting a positive and productive working environment.
  • Monitor team performance, provide feedback, and address any performance issues.
  • Coordinate effective collaboration with the implementing partner of the DEGRA and its local partners to ensure timely and accurate reporting of evaluation results.
  • Guide the evaluation team, address comments given at all stages of the evaluation, and deliver quality products including the overall delivery of the evaluation deliverables.
  • Provide weekly updates of the evaluation status to LAA and USAID.

 

Qualifications:

  • Minimum of a master's degree in education, social science, or a related field is required.
  • Minimum eight years of experience in curriculum designing and methodologies of teaching French as a second language is required.
  • Experience in designing and carrying out evaluations on education projects in Africa and has experience in conducting Early Grade Reading evaluations.
  • Experience with successful oversight, as a team leader, of evaluations of complex international technical assistance projects.
  • Experience leading the drafting/finalization of evaluation reports.
  • Experience in conducting evaluations and assessments of donor-funded projects in Africa and familiarity with the NGO sector.
  • Knowledge of USAID Evaluation Policy is required.
  • Strong knowledge and skills in designing qualitative and survey research instruments and methodologies.
  • Strong knowledge of evaluation theories and methods and excellent quantitative and qualitative data collection and analysis skills, including relevant data analysis software. 
  • Strong analytical and report-writing skills.
  • Fluency in English and French is required.
