We are seeking a skilled Team Leader to provide strategic and operational leadership for the Kiribati Australia Infrastructure Program (Te KAI). In partnership with the Ministry of Infrastructure and Sustainable Energy (MISE), the Team Leader will drive sustainable development through innovative infrastructure projects. As an embedded Director within MISE's Architectural and Building Engineering Department, this role oversees Te KAI's team, ensuring effective management and collaboration between DFAT and MISE.

The Kiribati Australia Infrastructure Program (Te KAI)
Te KAI aims to provide a flexible and responsive mechanism to deliver small to medium value infrastructure projects in Kiribati that are of a high-quality, climate resilient, inclusive and purpose-built.
Te KAI commenced in March 2024. Early works are under way at the Kiribati Police Service (KPS) Barracks) and the Open Integrated Market (OIM). The Investment Design Document (IDD) is expected to be finalised in late 2024, confirming the final Statement of Requirements and establishing an infrastructure pipeline for Te KAI. The initial term of Te KAI is five years, running until March 2029.
Key responsibilities
- Lead all Te KAI governance and management, including provide high-level direction, guidance and oversight of program activities, direction and management of program-level operations and performance, clearly established accountabilities for performance and governance of the Te KAI team etc.
- Support Te KAI and MISE through leadership of strategic planning, port-folio wide support, oversight, advice and direction across the program's operations and activities.
- Lead and manage activity development and delivery, including the design, implementation, management, risk management, reporting, financial management, and monitoring and evaluation services.
- Strengthen capacity and performance management support for ABED staff that builds knowledge capital, meets the needs and gaps of MISE and creates a culture of learning and self-improvement.
- Guide development and integration of cross-cutting issues (e.g. environmental and social safeguards, gender and disability social inclusion, climate resilience and disaster management, localisation) across MISE and Te KAI strategies, policies, planes, processes and procedures
- Establish and maintain an effective working and collaborative relationship between DFAT, MISE, subcontractors, consultants, and other stakeholders to deliver required outputs and services.
Selection criteria
- University degree in an infrastructure-related discipline (e.g. civil or structural engineering, architecture, project or construction management, quantity surveying, planning, etc.)
- At least 10 years of experience in the building industry overseeing design and construction management for buildings infrastructure projects.
- Proven senior level experience in building infrastructure delivery in the Pacific Islands.
- Advanced communication and interpersonal skills, and experience communicating effectively to a range of stakeholders in a cross-cultural environment.
- Ability to work in a multicultural environment with sensitivity, a team approach and respect for diversity.
- Demonstrated experience in integrating programmatic and cross-cutting thematic inputs into effective program delivery including gender equality, disability and social inclusion, climate resilience and environmental and social safeguards.
- International development experience: Deep understanding of Australia's International Development Policy and the Government of Kiribati's development priorities.
- Experience living and working in a resource constrained environment and ability to travel to outer islands.
- Hold a full driver's license or be willing to make your own arrangements for a driver.
