Project Summary:

The USAID/Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support the Mission in monitoring, evaluation, learning, training, and logistical support. The U.S. Government (USG) is committed to partnering with Mozambique to stabilize conflict-affected areas and build longer-term resilience and peace. In the wake of modest security gains by regional forces against ISIS-M, Mozambican leaders now have a critical opportunity to address these vulnerabilities and foster recovery, reconciliation, and resilience. The United States Strategy to Prevent Conflict and Promote Stability (SPCPS) will layout the strategic grounds to reach that goal.

Position Summary:

The Statistician will support the MozMEL team in designing sampling strategies for the SPCPS baseline in Northern Mozambique, including Cabo Delgado Province and surrounding districts, during initial design phase. The Statistician will also support with quantitative data analysis, liaising with Instituto Nacional de Estatística (INE) for enumeration areas (EAs) and data interpretation. Additionally, the Statistician will attend meetings with USAID to explain sampling options/sampling methodology and will contribute towards results presentation and attend result dissemination events. This is a short-term position, with an estimate of 17 days level of effort between November 2023 and July 2024. This role can be performed remotely.

 

Responsibilities:

  • Provide support in the sampling design for SPCPS baseline in Cabo Delgado and select districts in neighboring provinces. 
  • Conduct the quantitative data analysis for the SPCPS baseline assessment.
  • Liaise with INE for enumeration area GPS points and other related tasks related to enumeration area identification and substitutions.
  • Participate in meetings with USAID to understand evaluation/research requirements and priorities and participate in meetings to present and explain sampling methodology and preliminary results.
  • Consult and meet with MozMEL team frequently to follow up on deliverables.
  • Provide all raw data and analyses.

 

Qualifications:

  • Bachelor's degree in statistics or related field is required. Master's degree in statistics or field that requires statistical analysis is preferred.
  • Minimum 10 years of progressively advanced experience in quantitative statistical analysis is required.
  • Minimum five years of experience using SPPS statistical software is required.
  • Experience defining sampling methodology and conducting quantitative data analysis for USAID research or evaluations is required.
  • Experience liaising with INE to define enumeration areas and provide substitute enumeration areas during field data collection is required.
  • Established working relationship with INE is required.
  • Fluency in in Portuguese is required. English proficiency is preferred.
