Job Overview:

Tetra Tech's Economic Growth and Infrastructure practice requires an experienced manager to play a leading role in the practice's work to identify and pursue new work opportunities from identification through to submission of winning bids. We have an excellent team of professionals across both infrastructure and economic development, but the team is presently fully deployed across delivery and is understaffed when it comes to growing the practice and responding effectively to new opportunities.

This role is pivotal to delivering practice growth. EGI can pursue a wide range of opportunities, either leading or subcontracting to another supplier. Working closely with the practice director and the leads on business development, the successful candidate will drive day-to-day business development planning and delivery, focusing on opportunities that play to our strengths and expertise.

Our principal client is and will continue to be the UK Foreign Commonwealth and Development Office (FCDO). We also are a supplier to other donors, including EIB, EBRD and KfW, and look to diversify our client base where it makes commercial sense to do

Main Duties:

  • Identify and screen appropriate tender opportunities in FCDO and European donor markets for the EGI practice.
  • Position for these tenders by negotiating appropriate consortium arrangements and managing prospective personnel.
  • Manage the bid delivery process, collaborating with a team of writers and domain experts from the wider EGI team.
  • Function as quality assurance on the bidding process and produce written sections and/or commercial propositions where required.
  • Ensure all proposed tenders are economically viable within the Tetra Tech model.
  • Consult within the firm and with the wider Business Development practice to ensure that the bidding process is optimised and lessons are shared broadly within the company.
  • Capture and disseminate lessons learned from pursuits.
There will also be opportunities to be involved in the delivery of other elements of our work, including interim delivery of new and ongoing work, contributing to a wider practice strategy

Aptitude and skills:

  • Extensive current knowledge of the FCDO tender landscape and process.
  • Demonstrable ability to position effectively for forthcoming tenders.
  • Sound commercial judgement and an ability to understand Tetra Tech's financial model.
  • Teamwork and an ability to work in a fluid environment with multiple senior stakeholders and manage bid resources.
  • Excellent written English.
  • Strong Word, Excel, PowerPoint and other relevant software packages
  • Strong attention to detail.
  • Ability to keep multiple balls in the air at the same time and manage a portfolio of pursuits.
  • Decision-making ability and the ability to articulate decisions effectively.

Experience:

  • Must have a proven track record of extensive experience in the International Development sector, preferably in Africa and Asia.
  • Prior knowledge of the UK development market, the firms and NGOs participating in it and FCDO as a client.
  • A record of successful delivery of winning bids to FCDO.
  • Additional expertise in preparing successful tenders for other donors, particularly multi-laterals, European Commission donor agencies and national donor agencies in Europe, is a considerable advantage.
  • Additional experience in delivering programmes for FCDO and other donors would be a considerable advantage.
