Project Summary:

The purpose of the Nigeria Third Party Monitoring Project (NTPMP) contract is to provide independent, verifiable, primary data regarding the outputs and quality of humanitarian assistance activities funded by the United States Agency for International Development's Bureau for Humanitarian Assistance (USAID/BHA) in Nigeria through comprehensive third-party monitoring (TPM). TPM is necessary to ensure USAID/BHA has sufficient information to perform oversight and accountability of implementing partner (IP) activities. Due to the non-permissive environment in Nigeria and the inability of USAID/BHA staff to travel to activity implementation sites, TPM is essential to fulfill this purpose. USAID/BHA will use TPM information provided by the NTPMP to identify issues and challenges related to the delivery of goods and services, potential large-scale aid diversion, accountability to affected populations, and make real-time programmatic adjustments and inform future programmatic decisions and designs.

Position Summary:

The Senior Learning Advisor (SLA) will support the Deputy Chief of Party (DCOP) in fostering collaborative relationships with BHA and its IPs and serve as the primary convener for dialogue and learning, including both programmatic and organizational learning, as part of quarterly Monitoring for Learning events and other learning opportunities. The full-time position is anticipated to last for five years and be based in Abuja, Nigeria. This position is contingent upon award.

 

Responsibilities:

  • Serve as the primary convener for dialogue and learning, including both programmatic and organizational learning.
  • Provide technical guidance to NTPMP team members.
  • Serve as the primary focal point for developing training for enumerators.
  • Review all relevant deliverables for quality control.
  • Develop lessons learned reports.
  • Identify areas for learning.
  • Facilitate IP workshops and learning events.

 

Qualifications:

  • Master's degree in international affairs, social science, statistics, or a related field is required.
  • Minimum five years of experience implementing field-based MEAL projects required.
  • Experience conducting analysis to design and disseminate learning activities, quality control of learning products, facilitation of learning events, fostering stakeholder collaboration, designing knowledge management practices, leading adaptive management, and evidence-based decision making, and training.
  • Experience in a supervisory role.
  • Familiarity with collaborating, learning, and adaptive management frameworks similar to USAID.
  • Familiarity with the operations of humanitarian assistance programs and knowledge of IP activities in Nigeria.
  • Strong analytical, interpersonal, and team management skills.
  • Strong written and oral communications skills in English required.
