Project Summary:
The Yemen Continuous Learning and Evaluation (YCLE) program provides rapidly deployed, robust, on-the ground, in-country oversight of USAID funded development activities implemented in Yemen. The YCLE Contractor supports the prudent use of U.S. taxpayer funds in an efficient and cost-effective manner, with a focus on: 1) Performance and Contextual Monitoring and Verification Services; 2) Evaluation Services; 3) Analysis and Reporting Services; 4) Collaboration, Learning, and Adaptive Management Services; and 5) Program Support Services. The overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization.

Position Summary:
The Reporting Manager will be responsible for overseeing the development and delivery of high-quality reporting products and assisting in the design and implementation of the YCLE Activity reporting and research products. This includes drafting and finalizing periodic progress weekly, monthly, and quarterly reporting, editing, and finalizing third party monitoring (TPM) reports. The Reporting Manager will edit and finalize context monitoring reporting products, draft and finalize YCLE communication material including success stories and provide support to all other YCLE reporting products in addition to supporting the delivery of other reporting products, such as maps and infographics as needed. The Reporting Manager will report to the Chief of Party.
Responsibilities:
- Consolidate and analyze data on program implementation and indicators in order to facilitate the preparation of periodic reports, such as monthly, quarterly and annual reports.
- Support the development of YCLE's annual work plans by collecting inputs from technical teams and organizing inputs into a coherent and well-presented document.
- Support the YCLE technical team in the production and finalization of TPM site visit reports and TPM monthly reports.
- Produce success stories and other communications products, in partnership with YCLE technical teams.
- Ensure the quality of all YCLE written deliverables through editing, proof-reading etc.
- Ensure compliance with USAID branding and marking guidelines for all YCLE written deliverables and products.
- Support delivery of other reporting products, such as maps, info graphs, dashboards, and short videos, etc.
- Maintain internal data trackers and knowledge management portals.
- Support in conducting and leading Data Quality Assessments in line with USAID standards including identifying the data sources that will be included in the assessment, desk review, conducting the assessment exercise, and producing a final assessment report.
- Review of Project/Activity Monitoring, Evaluation and Learning (MEL) Plans including reviewing results frameworks or logic models, reviewing appropriateness of performance indicators, and ensuring compliance with USAID performance management policies, guidance, and procedures.
- Provide support/technical inputs to research methodology and data collection plans for YCLE-led evaluations, special studies, assessments, and TPM.
- Provide support/technical inputs to design of YCLE data collection instruments including KII guides, survey questionnaires, observation checklists, and focus group discussion guides.
- Lead on quantitative data analysis efforts using SPSS or STATA.
- Support the drafting of evaluation, special study, assessment, and ad hoc reports.
Qualifications:
- Bachelor's degree required. Master's degree in social sciences, economics, international development, or information science preferred.
- Minimum five years of experience in international development, humanitarian aid, or research is required.
- Minimum four years of experience in reporting writing and data analysis is required.
- Minimum three years of experience in monitoring and evaluation for international development or humanitarian/emergency response programming is required.
- Experience with qualitative data analysis.
- Experience in research methodology design.
- Experience in TPM.
- Experience in the following sectors: education, health, governance, peace and stability, WASH is preferred.
- Strong understanding of databases and information systems.
- Familiarity with modern information management technologies.
- Proficiencies in data analysis software such as STATA, and SPSS.
- Professional fluency in English is required. Proficiency in Arabic is desired.
