Project Summary

Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.

 

Position Summary

Tetra Tech seeks a Project Execution and Logistics Specialist who will manage the delivery and supply of goods and materials for the needs of Ukraine's energy sector. This position will report to the Senior Project Execution and Logistics Manager. This is a full-time position for Ukrainian citizens for the duration of the program (until April 2029), to be based in the Kyiv office.

 

Position Responsibilities

  • Serve as the in-country logistics coordinator, overseeing the delivery of goods and materials procured through Tetra Tech to Ukraine in a manner that is efficient and compliant with applicable law and regulations.  
  • Coordinate closely with vendors, freight forwarders, customs brokers, and recipients to ensure timely delivery, acceptance, and issue resolution throughout the logistics life cycle.
  • Supervise workflow with subcontracted local customs and tax specialists to ensure efficient and compliant movement of goods.  
  • Participate in kick-off meetings, coordination calls, and delivery-related meetings with vendors, recipients, and internal project teams, as required.
  • Oversee final disbursement of goods, preparing and coordinating official handover paperwork with recipients in compliance with U.S. government regulations.
  • Assist with tracking and maintaining all necessary documentation, timelines, and updates related to the insurance policy to ensure smooth coordination and compliance.  
  • Manage branding and marking of all U.S. government-procured items.
  • Monitor deliveries by updating spreadsheets and reporting tools as required.
  • Other relevant duties as assigned.  

 

Required Qualifications

  • Bachelor's degree in logistics, finance, engineering, business administration, or other relevant field
  • Minimum of four years of relevant experience in logistics, supply chains, or operations within Ukraine
  • Experience and knowledge of the landscape of logistics, shipping, and customs requirements within Ukraine
  • Excellent organizational skills to meet deadlines
  • Strong oral and written communications skills
  • Detail-oriented; ability to work independently
  • Fluency in Ukrainian and full proficiency in English 

 

Preferred but Not Required Qualifications

  • Master's degree in logistics, finance, engineering, business administration, or other relevant field
  • Professional certification in supply chain management, logistics, or procurement
  • Experience on U.S. government or other donor-funded projects

 

Line Management Responsibility: N/A

Physical Demands and Work Environment:  This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine for interaction with local stakeholders.
