Project Summary

Tetra Tech is implementing the recently awarded five-year USAID Securing Power, Advancing Resilience & Connectivity Activity (SPARC), which will provide strategic technical and procurement assistance to the Government of Ukraine (GOU), focusing on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. This includes addressing the challenges posed by the current war, as well as preparing for future post-war reconstruction in Ukraine.    

Position Summary

 The Ukraine Project Execution and Logistics Specialist will serve as a member of the USAID SPARC project based in Ukraine.  This is a full-time position for the period of 1 year with the possibility of an extension.   The Project Execution and Logistics Specialist will report to the Project Execution and Logistics Senior Manager, managing the delivery and supply of goods and materials for the needs of Ukraine's energy sector.

Position Responsibilities

·       Serve as the in-country logistics supervisor, overseeing the delivery of goods and materials procured through SPARC to Ukraine in a manner that is efficient and compliant with applicable law and regulations.

·       Understand the landscape of logistics, shipping, and customs requirements within Ukraine.

·       Supervise workflow with sub-contracted local customs and tax specialists to ensure efficient and compliant movement of goods.

·       Oversee final disbursement of goods, prepare and coordinate official handover paperwork with recipients in compliance with USAID regulations.

·       Assist with tracking and maintaining all necessary documentation, timelines and updates related to the insurance policy to ensure smooth coordination and compliance. 

·       Manage branding of all USAID procured items.

·       Monitor deliveries by updating the spreadsheet and reporting as required.

·       Other duties as assigned.

Required Qualifications

  • Minimum 2 years of relevant logistics, supply chain or operations within Ukraine.
  • Experience supporting USAID/donor funded projects a plus.
  • Excellent organizational skills to meet deadlines, Strong communications skills – both oral and written, in Ukrainian and English.
  • Detail-oriented, ability to work independently.
