Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks a Procurement Audit Specialist to plan, coordinate, and execute procurement audit activities. The Specialist will be responsible for verifying and confirming, based on local legislation, regulations and contractual requirements, the full compliance of procurement documentation. The Procurement Audit Specialist will facilitate communication with stakeholders and will be traveling to various locations around Ukraine to conduct site inspections. This role requires strong legal knowledge, analytical skills, attention to detail, and the ability to work collaboratively in a dynamic environment.
Position Responsibilities
- Research, determine and acknowledge local legal specifics and regulations together with company procedures and best practices for procurement activities
Audit for full legal compliance: contracts, purchase orders, delivery notes, handover documents, customs documents, and other procurement-related documents.
Plan and execute audit activities, including reviewing trackers, selecting samples, scheduling site visits with recipients, and coordinating logistics and security measures.
Assist with data entry, tracking, and audit record maintenance in compliance with audit requirements for procurement activities.
Liaise with vendors, recipients, and internal teams to obtain clarifications and resolve discrepancies, follow up with internal teams on implementation of the audit recommendations.
Conduct field verifications across Ukraine (or remote verifications, when required) to confirm delivery, use of procured goods and services, and compliance with local legislation, contracts and other requirements.
Ensure compliance with procurement policies, regulations, and client guidelines. Identify risks, gaps, or potential irregularities and escalate findings appropriately.
Prepare and contribute to audit reports, summaries, and recommendations related to legal compliance of the use of technical assistance provided to the recipients in Ukraine.
Continuously improve audit tools, templates, and methodologies.
Provide language assistance to procurement audit managers, ensuring clear communication during field visits and meetings with recipients.
Perform other relevant tasks, as required.
Required Qualifications
Bachelor's degree in law, engineering, business administration, or a related field
Minimum of four (4) years of work experience, with relevant experience in legal documents review.
Strong knowledge of local legislation, and the ability to learn and understand procurement regulations, and manuals
Excellent communication skills (verbal and written), with ability to communicate effectively with stakeholders across multiple levels
Ability to manage multiple tasks simultaneously; excellent attention to detail
Strong analytical, organizational, and problem-solving skills
Advanced language skills in Ukrainian and English
Willingness to travel at least monthly to various locations around Ukraine, as required
Proficiency in Microsoft Office (Excel, Word, PowerPoint) and data management tools
Preferred but Not Required Qualifications
Master's degree in law, engineering, business administration, or a related field

Physical Demands and Work Environment: This position will require regular attendance at the office in Kyiv and will entail frequent travel within Ukraine for interaction with local stakeholders.
