Project Summary
Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine's post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech is recruiting a Power Systems Engineer Procurement Lead to support design and engineering activities as well as the technical aspects of procurement. They will help procure materials and power equipment to restore damaged electricity infrastructure, complying with Tetra Tech policies, local labor law, and U.S. regulations. This position is part of the electricity team and will report to the Deputy Electricity Lead-Infrastructure. This is a full-time position for Ukrainian citizens, to be based in the Kyiv office. Occasional travel around Ukraine may be required.
Position Responsibilities
- Lead coordination and cooperation with the Ministry of Energy, transmission system operator (TSO) (Ukrenergo), distribution system operators (DSOs), international donors, private sector partners, renewable energy and energy storage operators, and other beneficiaries in relation to Ukrainian power system recovery and development
Support activities that develop distribution network development plans for DSOs
Build capacity among DSOs by providing expertise in network planning, operation, and integration of smart grid solutions, ensuring compliance with global standards
Support design and engineering aspects of projects on distributed energy resources and microgrids; contribute to activities on renewable energy, energy storage, and demand response
Assess power sector companies' needs and estimate equipment delivery time and cost
Support tender and manufacturing process, including preparing technical specifications, responding to vendor and supplier questions, and evaluating bids from equipment manufacturers and suppliers
Supervise subcontractors implementing design and engineering projects; review and evaluate their designs, reports, and prefeasibility and feasibility studies
Supervise Power Systems Engineer Procurement Expert
Other duties as assigned
Required Qualifications
Bachelor's degree in electrical engineering or related field
At least 6 years of experience in the electricity sector; strong understanding of the specifics of Ukrainian power system planning and operations
Good knowledge of power system grids and equipment at the TSO and DSO levels
Experience in the design, installation, or commissioning of electrical equipment for substations, power plants, etc.
Knowledge of Ukrainian and international electrical codes and standards
Project management skills and ability to coordinate team members, external consultants, and subcontractors
Strong analytical and problem-solving abilities
Good writing and communication skills, including the ability to communicate complex information and deliver verbal and written messages effectively
Professional proficiency in English and fluent Ukrainian
Advanced proficiency in the MS Office Suite: Word, Excel, PowerPoint, Teams
Preferred but Not Required Qualifications
Experience working for U.S. government-funded projects or other donor-funded projects
Experience working with high-level stakeholders, including senior government counterparts
Line Management Responsibility: This role will supervise the Power Systems Engineer Procurement Expert.
Physical Demands and Work Environment: This position will require regular attendance at the office in Kyiv and may entail occasional travel within Ukraine to interact with local stakeholders.
