Position Overview
The Partner Tertiary Institutions Assessment Specialist will lead the design and implementation of a fit-for-purpose institutional assessment tool for AAPNG's Partner Tertiary Institutions (PTIs). The tool will assess institutional compliance, identify capacity gaps, determine institutional risks, and inform decisions related to Australian government funded scholarships and capacity needs of the higher education sector.
Key Responsibilities:
The Partner Tertiary Institution Assessment Specialist will:
- Design an Assessment tool drawing from existing AAPNG assessment tools and documentation, and higher education institutes assessment practices and framework. The tool should cover compliance of PTIs with expected standards, institutional strengths and weaknesses, areas requiring support, and associated risks of working with the PTI.
- Pilot the Assessment tool with two selected PTIs in collaboration with AAPNG staff and refine the Assessment tool based on outcomes of the pilot and stakeholder feedback.
- Train AAPNG staff on the use of the tool and assessment processes, providing professional development through mentorship during the pilot.
- Compile a comprehensive user manual including templates, guides and any other relevant documentation to accompany the tool and provide support for future use by AAPNG.
- Design and submit a final assessment tool to AAPNG for endorsement.
- Conduct assessment of 10 PTIs using the endorsed PTI Assessment tool and present findings to AAPNG.
Selection Criteria:
- Postgraduate qualification in a related field such as public administration, monitoring and evaluation, international development, or business administration
- Demonstrated experience (5+ years desirable) at a senior level in compliance, assessment, or quality assurance in higher education sector.
- Experience designing and implementing assessment or evaluation tools and related documentation.
- Experience in capacity building or professional development of staff
- Knowledge of compliance, risk, and quality standards in tertiary education
- Demonstrated experience working in PNG and cross-culturally with colleagues, government agencies, service providers and other stakeholders.
- Demonstrated ability to operate with innovation, adaptability, flexibility, and resilience in a complex, ever changing environment
