BADGE will advance private sector investment, promote policy and regulatory environments favorable to the sector and investors, support entrepreneurs developing and distributing energy technologies, and convene platforms to share best practices in the management of the energy sector. We are recruiting for an experienced Operations Director to lead all operations for the 25-person USAID BADGE field office in Dhaka in compliance with Tetra Tech policies and procedures, USAID rules and regulations and in coordination with the Tetra Tech home office.   This full-time position reports to the Chief of Party and is contingent upon USAID approval.  Interested candidates must be eligible to work in Bangladesh. 

Position responsibilities:

  • Manages all project field operations including human resources, accounting, general administration, office management, logistics and health safety and security in line with BADGE project specific guidance, Tetra Tech policies and procedures, USAID rules and regulations in coordination with the Tetra Tech home office.
  • Maintains Tetra Tech's legal corporate registration and ensures on-time legal and tax filings and required reporting with Government of Bangladesh entities.
  • Oversees all financial actions including maintaining the petty cash imprest system, reconciling cash and bank statements, processing of vendor invoices and expense reports, processing of payroll and associated withholdings, executing tax reporting and filing, entering transactions in QuickBooks, preparation of financial statements, maintaining all records, coordinating VAT exemption requests, responding to financial audits and providing inputs to accruals, forecasts and budget updates as required.
  • Leads all field procurement of services and goods by drafting solicitation documents, conducting market research, evaluating bids, preparing evaluation memos, preparing contract requisition forms and scopes of works, providing inputs for USAID approvals, and tracking vendor performance/delivery against the contract.
  • Support as required human resource actions including recruiting and onboarding of new hires, managing benefits, and maintaining employee records in compliance with the Bangladeshi labor law and Tetra Tech process.
  • Oversee all office administration and logistics such as updating project manuals, maintaining the project's physical property inventory; maintaining the office lease; coordinating vehicle usage; organizing for travel arrangements and project events; and saving of all project data on the electronic project shared folder.
  • Serve as the project's safety and security focal point ensuring compliance with Tetra Tech's Duty of Care standard.
  • Perform other duties as assigned.

 

  

    

Minimum qualifications

  • BS degree in business administration, finance, accounting, or a related field
  • Minimum of 10 years of experience in the administration of large, complex USAID- funded projects of similar size and scope
  • Knowledge of USAID rules and regulations for travel, allowances, and procurement
  • Experience supervising staff and mentoring junior associates
  • Experience with accounting, financial reconciliations, and QuickBooks
  • Excellent writing, communication and listening skills
  • Good organizational, analytical and problem-solving skills with an attention to detail
  • Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment, both independently and as a team member interacting with staff members and client representatives at all levels
  • A high level of ethics, professionalism, diplomacy, ability to maintain confidentiality and a commitment to customer service
  • Fluency (speaking, listening, writing, reading) in English and Bangla
  • Advanced proficiency in the MS Suite: Word, Excel, PowerPoint, Teams
