Project Summary:

Through the USAID/Ethiopia and Djibouti Learning Analytics Activity (LAA), MSI is tasked to conduct a final performance evaluation assessment of the Solar Energy Activity (SEA). The Pilot Solar Activity is a two-year pilot activity funded by USAID which is implemented in Kalaf village, Tadjourah region in Djibouti by Liquidstar Inc. as part of facilitating private sector investment in Djibouti's energy sector to ensure sustainability and support the country's path to energy independence. A public-private partnership with U.S. social impact start-up, Liquidstar, deployed an innovative Waypoint charging station to provide off-grid electrical power distribution, potable water, internet, and e-mobility to Kalaf village. Households are accessing regular electricity via rentable 100 Wh, 200 Wh or 2.5kWh batteries for 50 Djiboutian Francs ($0.30) per day. The station can charge a set of batteries that can meet the small appliance electricity needs of up to 80 households in the area. Locals in the vicinity collect the batteries and use them to power their household and agricultural equipment. Also, Locals have access to Liquidstar's in-house developed electric bicycle (e-moto) which has a battery system that can power the bicycle and can be removed to power medium to large appliances. This bicycle will also be used to potentially deliver batteries to households.

Position Summary:

The Monitoring and Evaluation (M&E) Specialist will be a core member of the evaluation team and will provide subject matter methodological and assessment expertise to the evaluation. The M&E Specialist will be expected to conduct evaluation field work in Djibouti. The estimated level of effort is to be decided and the expected period of performance for this activity is to begin the first week of June 2024 and is expected to be completed at the end of first week of September 2024, working approximately up to 75% of this period.

 

Responsibilities:

  • Coordinate the methodological aspects of the evaluation. 
  • Design and justify proper sampling strategy including sampling methods, sample size determination, and selection of respondents.
  • Participate in the development of data collection tools.
  • Facilitate data collection training for field data collectors as necessary.
  • Manage and support the evaluations of the quantitative survey by employing appropriate data analysis methods.
  • Conduct desk reviews on the activity's learning, monitoring and evaluation plan and other secondary documents.
  • Coordinates data analysis.
  • Participate in the overall development of the evaluation work plan and design.
  • Participate in data collection and capture efforts including conducting interviews, document reviews, and direct observations.
  • Collaborate with the other evaluation team members to review data, interpret data and prepare power point presentation on preliminary findings and draft evaluation reports.
  • Address comments given at all stages of the evaluation and deliver quality evaluation products.

 

Qualifications:

  • Master's degree in statistics, economics, development studies, renewable energy, or a related field is required.
  • Minimum five years of relevant work experience in conducting different evaluation areas is required.
  • Experience in designing and analyzing surveys, developing methodology, and qualitative and quantitative tool/instrument development required.
  • Experience in data collection, analysis, and interpretation using quantitative and qualitative methods required.
  • Experience conducting similar evaluation or studies in Djibouti is preferred.
  • Experience in providing training preferred.
  • Advanced skills in data analysis methods and the use of core statistical analysis software such as SPSS and/or Stata, especially as applied to survey research data.
  • Knowledge and experience in solar energy and sustainable development.
  • Familiarity with USAID Evaluation Standards and requirements.
  • Strong written and oral communication, organizational and time management skills, with the ability to meet deadlines and deliver high-quality work required.
  • Fluency in English, both written and verbal, required. Proficiency in Fren or language skill in local languages is preferred.
