The Opportunity

Position Overview

Reporting to the Deputy Director, Operations, the Manager, People Services is responsible for the oversight and operational management of Human Resource Management and HSSE work areas across Australia Awards PNG. The role leads the design and implementation of policies, systems, and processes that foster continuous improvement, innovation, compliance, and ensure a safe and inclusive workplace culture aligned with Tetra Tech values.

Key Responsibilities

  • Provide leadership and operational management of HRM and HSSE work areas.
  • Develop and implement initiatives to support efficient and effective service delivery in People services.
  • Lead HRM and HSSE policy development ensuring systems and procedures are current, compliant, and responsive to operational needs.
  • Foster effective communication and collaboration among team members and stakeholders.
  • Lead the development and implementation of the people services annual workplan and budget, and report to senior management and donors.
  • Monitor and evaluate the performance of HRM and HSSE functions, identifying areas for improvement and implementing strategies to enhance effectiveness, efficiency, quality, and stakeholder satisfaction.
  • Supervise and mentor the People and Performance Coordinator and HSSE Coordinator.
  • Ensure compliance with PNG laws, DFAT and Tetra Tech policies and procedures.
  • Stay informed about emerging trends and best practices in HRM and HSSE and recommend innovative approaches.
  • Champion GEDSI principles and contribute to the Tetra Tech localisation plan through staff mentoring and capacity development.
  • Promote a safe, high-performing, and inclusive workplace culture.
  • Other duties as reasonably requested by DFAT and Tetra Tech.

Selection Criteria

  • Tertiary qualification in Human Resources Management, Organisational Development, Occupational Health & Safety, or related field.
  • At least 8 years' experience in HR and/or HSSE support functions or operations, including 5 years of management experience.
  • Proven ability to drive organisational change processes and ensure compliance with policies and procedures enhancing operational effectiveness and efficiency.
  • Capacity to foster an internal customer service culture.
  • Excellent project management and communication skills.
  • Strong computer skills, including proficiency in Microsoft Office 365 applications.
