The Opportunity

  • Location: Port Moresby, Papua New Guinea
  • Full-time, fixed-term appointment to 30 June 2027

Australia Awards PNG (AAPNG) supports Papua New Guinea's development by strengthening education, knowledge transfer, and institutional capacity, while building enduring Australia–PNG relationships. The program delivers high-quality education, fosters institution-to-institution partnerships, and develops the next generation of PNG leaders.

The Manager, Higher Education Partnerships, based in Port Moresby, is responsible for leading and managing a team to deliver the Higher Education Partnerships strategy and plan, including Partner Tertiary Institutions (PTIs) compliance and support, academic strengthening; and systems and processes strengthening. As a key member of the Management Team (MT), they will foster continuous improvement and innovation, ensuring quality delivery, and maximising possible program outcomes for AAPNG.


Key Responsibilities

  • Lead and manage a team to deliver the Higher Education Partnerships (HEP) strategy and plan.
  • Build and maintain relationships with key stakeholders, including PNG government agencies and universities in PNG and Australia.
  • Develop, implement, and review annual workplans and activities for the HEP component.
  • Oversee compliance, academic strengthening, and systems/processes improvement with partner tertiary institutions (PTIs).
  • Monitor and evaluate PTIs to ensure adherence to eligibility criteria and service agreements.
  • Support budget management, reporting, and forecasting for HEP activities.
  • Contribute to program communications and public diplomacy products.
  • Champion GEDSI (Gender Equality, Disability, and Social Inclusion) principles and Tetra Tech's values.
  • Foster a safe, inclusive, and high-performing team culture.


Selection Criteria

  • Demonstrated experience in project management within an international development context.
  • Experience with or understanding of PNG universities and higher education institutions.
  • Proven ability to lead and manage diverse teams.
  • Strong organizational and time management skills, with the ability to manage competing tasks.
  • Experience in report writing and budget management.
  • String proficiency in Microsoft Office 365 applications.
