The Opportunity

Australia Awards PNG (AAPNG) supports Papua New Guinea's development by strengthening education, knowledge transfer, and institutional capacity, while building enduring Australia–PNG relationships. The program delivers high-quality education, fosters institution-to-institution partnerships, and develops the next generation of PNG leaders.
The Manager, Higher Education Partnerships, based in Port Moresby, is responsible for leading and managing a team to deliver the Higher Education Partnerships strategy and plan, including Partner Tertiary Institutions (PTIs) compliance and support, academic strengthening; and systems and processes strengthening. As a key member of the Management Team (MT), they will foster continuous improvement and innovation, ensuring quality delivery, and maximising possible program outcomes for AAPNG.
Key Responsibilities
- Lead and manage a team to deliver the Higher Education Partnerships (HEP) strategy and plan.
- Build and maintain relationships with key stakeholders, including PNG government agencies and universities in PNG and Australia.
- Develop, implement, and review annual workplans and activities for the HEP component.
- Oversee compliance, academic strengthening, and systems/processes improvement with partner tertiary institutions (PTIs).
- Monitor and evaluate PTIs to ensure adherence to eligibility criteria and service agreements.
- Support budget management, reporting, and forecasting for HEP activities.
- Contribute to program communications and public diplomacy products.
- Champion GEDSI (Gender Equality, Disability, and Social Inclusion) principles and Tetra Tech's values.
- Foster a safe, inclusive, and high-performing team culture.
Selection Criteria
- Demonstrated experience in project management within an international development context.
- Experience with or understanding of PNG universities and higher education institutions.
- Proven ability to lead and manage diverse teams.
- Strong organizational and time management skills, with the ability to manage competing tasks.
- Experience in report writing and budget management.
- String proficiency in Microsoft Office 365 applications.
