In Ukraine, Tetra Tech implements the USAID Energy Security Project (ESP), a seven-year project funded by the United States Agency for International Development (USAID) and the largest USAID project in Ukraine so far. USAID ESP's mission is to enhance Ukraine's energy security, improve the energy legal and regulatory environment in the country, and increase the resilience of Ukraine's energy supply to support the country's economic development and sustain its democracy. Tetra Tech is working closely with the Government of Ukraine to develop competitive energy markets and facilitate private sector-led energy investments to provide affordable, reliable, resilient, and secure energy for all Ukrainians. This project is expected to run through June 2025. 

 Position summary & job purpose:

Tetra Tech has an opportunity for a Logistics and Supply Chain Manager who will manage a team of logisticians and supply chain specialists on the delivery, supply, and oversight of goods and materials for the needs of Ukraine's energy sector. This is a full-time position for the period of 1 year with the possibility of an extension. This position will be based in Kyiv and will be reporting to the ESP's Senior Procurement Director. Position responsibilities

  • Serve as the in-country lead responsible for overseeing the ESP logistics team in Ukraine.
  • Train local staff regarding the landscape of logistics, shipping, and customs requirements within Ukraine.
  • Mentor and collaborate with logistics team members to improve delivery timelines by harnessing lessons learned and improving internal processes.
  • Collaborate with external stakeholders and recipients to streamline the delivery of goods and minimize modifications and change orders.
  • Manage a team of direct reports, providing guidance, coaching, performance evaluations, performance improvement plans, and other supervisory responsibilities as necessary.
  • Plan and oversee the implementation of transportation activities, including routing, scheduling, and tracking of shipments to ensure timely delivery.
  • Manage the deconfliction and reconciliation of invoices from customs brokers or self-perform as needed.
  • Develop standard operating procedures and templates for the logistics team to manage their interactions with Ukrainian customs, ESP suppliers, and ESP beneficiaries.
  • Prepare and present reports and participate in audits and subsequent resolutions.
  • Oversee the final disbursement and disposition of goods, prepare and coordinate official handover paperwork with recipients in compliance with USAID regulations.
  • Coordinate team members to ensure proper branding of all items procured with USAID funding.
  • Supervise other duties as assigned.

 Minimum qualifications

  • Experience managing mid-sized teams of five or more persons in Ukraine.
  • Minimum of 5 years of relevant logistics, supply chain, or operations experience within Ukraine.
  • Bachelor's degree in logistics, finance, engineering, business administration, or other relevant areas.
  • Professional certification in supply chain management, logistics, or procurement is a plus.
  • Experience supporting USAID/donor-funded projects is a plus.
  • Excellent organizational skills to meet deadlines.
  • Strong communication skills, both oral and written.
  • Detail-oriented, with the ability to work independently.
  • Command of English and fluency in either Ukrainian or Russian is required.
  • Ability to handle a high volume of large complex tasks.
  • Ability to work in a fast-paced environment with a team of people.
  • Problem-solver and solution-oriented.
  • Other duties as assigned.

  • Possible occasional business travels.
