The Opportunity:

Tetra Tech is adding an experienced and proactive In-Country Site Engineer to support construction, installation, and commissioning activities at multiple international border crossing sites. This position plays a critical role in ensuring project quality, safety, and technical integrity across all field operations.

 

The role reports to the Construction Manager and works closely with the Project Engineer and field teams. The ideal candidate will have hands-on experience in site management, strong civil/structural engineering skills, and familiarity with NSDD systems.

Position Summary:

The In-Country Site Engineer will oversee all site engineering activities, ensuring compliance with design standards, project requirements, and safety procedures. This individual will support planning, quality assurance, and progress tracking while coordinating with contractors, local authorities, and Tetra Tech leadership.

 

Essential Job Functions:

  • Supervise day-to-day engineering, fabrication, and construction activities conducted by local contractors and labor teams.
  • Interpret and apply engineering drawings, technical specifications, and design standards to ensure compliance.
  • Participate in site layout, topographical, and engineering surveys to support accurate equipment placement and installation.
  • Monitor quality control, environmental, and safety practices; ensure adherence to project and regulatory standards.
  • Support design reviews and document field redlines, design modifications, and as-built records.
  • Coordinate daily with the Construction Manager, Project Engineer, and subcontractors to maintain schedule and resolve technical issues.
  • Manage site access, including work permits, coordination with local authorities, and compliance with site security and health/safety requirements.
  • Prepare daily construction reports, progress logs, and inspection records; communicate updates to project management.
  • Conduct activities in line with internal procedures, legislation, and industry standards.
  • Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.
  • Work in a safe manner at all times and report all health and safety incidents and concerns.
  • Additional duties as required.

 

Required Qualifications:

  • Bachelor's degree in Civil or Structural Engineering (ABET-accredited or equivalent).
  • Professional engineering license or eligibility for licensure in home country.
  • Minimum 5 years of field or construction engineering experience.
  • Experience with border security infrastructure, ports, or radiation detection systems preferred.
  • Strong ability to interpret complex construction drawings and specifications.
  • Proven capability to manage field work independently and coordinate multiple tasks.
  • Strong proficiency in English (written and spoken).
  • Must possess a valid driver's license with a clean driving record without restrictions.

 

Preferred Qualifications:

  • Experience in Central Asia or the Middle East, with knowledge of local construction practices.
  • Working knowledge of additional languages (Arabic, Russian, or Uzbek).
  • Experience supporting NSDD or other border security system installations.
  • Relevant certifications such as OSHA 30-Hour, ACI, or PMP.
  • Experience in structural inspection, QA/QC, or equipment installation oversight.

 

Physical Requirements:

  • Ability to work outdoors in variable climates and conditions.
  • Must be able to lift up to 40 lbs. and perform routine field inspections.
  • Frequent walking, standing, and climbing on uneven terrain or construction surfaces.

 

Work Environment / Environmental Factors:

  • Field-based position at international project sites.
  • Exposure to construction environments, heavy equipment, and varying weather.
  • Adherence to strict safety, health, and security protocols required.

Compensation:

Pay commensurate with experience.

Hourly Rate: $47.00 - $53.00 per hour

 

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience and demonstrated work experience in the above role; skills, certifications, and competencies that align to the specified role; geographic location; and education, as well as contract provisions regarding labor categories that are specific to the position.
