The Program:

Australia Assists is an Australian Government program that deploys skilled humanitarian specialists to support multilateral agencies, governments, civil society and communities to prepare for, respond to, and recover from disasters and conflict. Australia Assists' Goal is to: Save lives, alleviate suffering, and maintain human dignity during and in the aftermath of conflict, disasters and other humanitarian crises, and strengthen preparedness for the occurrence of such situations. The program's Objective is: Targeted deployment of humanitarian expertise that meets the priorities and needs of Australia's multilateral, bilateral and civil society partners and advances Australia's international humanitarian priorities.

The Role:

The Human Resource Manager plays a pivotal role in enabling the Australia Assists program to deliver efficient, high-quality human resource and operational support. Reporting into the program leadership, this role provides strategic and hands-on HR leadership tailored to the unique needs of Australia Assists.

The Human Resource Manager will lead the development and delivery of strategic HR initiatives, oversee the establishment and ongoing management of the Australia Assists roster, and champion a positive and consistent employee experience for all program staff and deployees. This includes supporting the full employee lifecycle, from attraction and onboarding through to performance, engagement and workforce wellbeing.

With people management responsibilities, the role partners closely with colleagues across the Australia Assists program and the broader Tetra Tech organisation to implement effective HR systems, policies and processes. These will support program objectives while ensuring alignment with Tetra Tech's frameworks, standards and ways of working.

This is a key leadership role for an HR professional who enjoys working in a dynamic, mission-driven environment and who can balance strategic thinking with practical delivery.

Key responsibilities

You will provide strategic and operational HR leadership to support the Australia Assists program. Your key responsibilities will include:

  • Lead the development, management and optimisation of the Australia Assists roster to attract, retain and deploy high-priority talent.
  • Provide people leadership to the Recruitment and Readiness Coordinator and support their work in line with Tetra Tech values and policies.
  • Deliver strategic HR initiatives, including remuneration frameworks, benchmarking, and roster/deployment management systems.
  • Oversee end-to-end HR functions for program staff and deployees, including recruitment, contracting, performance management and employee relations.
  • Collaborate across the program and Tetra Tech corporate teams to ensure HR processes align with organisational systems and contribute to program objectives.
  • Identify and implement HR efficiencies and improvements to enhance workforce experience and operational effectiveness.
  • Support policy development, training, grievance management, workplace investigations, and compliance with relevant legislation.
  • Advise on HR trends, best practice, and legislative changes to ensure Australia Assists remains at the forefront of people management.

Selection criteria

  • Advanced Degree in Human Resources Management, Business, or a related field, or equivalent combination of relevant experience and professional training.
  • Proven experience across human resources, administration, or business operations in high-volume, complex environments.
  • Strong knowledge and practical application of employment legislation.
  • Broad HR expertise across remuneration, employment law compliance, performance management, employee relations and engagement.
  • Experienced HR business partner with coaching, consulting, and stakeholder engagement skills.
  • End-to-end recruitment and talent management experience.
  • Strong organisational, prioritisation, and conflict management skills, with confidence managing challenging situations.
  • Experience delivering or supporting change management initiatives.
  • Proactive, solutions-focused, and able to develop and implement recommendations.
  • Highly organised, with attention to detail.
  • Excellent verbal and written communication skills.
  • Advocate for diversity, equity and inclusion, with the ability to work effectively across cultures.
  • Professional, credible, and influential, with a flexible, adaptable approach.
  • Committed to continuous improvement and able to thrive in a dynamic, evolving environment.
