Project Summary:

The Mozambique Monitoring, Evaluation and Learning (MozMEL) Activity is a five-year initiative to support USAID with monitoring, evaluation, learning, training, and logistical support. The Health Partners Group (HPG) is a partner-specific mechanism and structure for collaboration and dialogue between cooperating partners in the health sector. The HPG comprises a wide range of bilateral donors, multilateral agencies, international NGOS (I-NGO), national NGOs, Civil Society Organizations (CSO) and private sector entities. The HPG's leadership rotates annually, which a new organization leading each year.  This year, USAID will lead the HPG and therefore requires logistical and technical support as they lead the HPG Secretariat.

Position Summary:

The Health Technical Coordinator (HTC) will be the focal point for liaison between and among all the bodies involved in coordinating health assistance in Mozambique. These bodies include, but are not limited to, MISAU, HPG Troika (the past year's leader, current leader, and next year's leader), HPG Consultative Group, HPG partners, the Development Cooperation Platform (DCP), and the SWAp Thematic Working Groups (Th-WGs). The HTC will maintain a monthly record of expected deliverables and timesheets and prepare a monthly report summarizing the status of deliverables and results achieved. This is a short-term position, with an estimate of 200 days level of effort during the period of July 2024 to June 2025.

 

Responsibilities:

  • Ensure administrative functions of the HPG are completed on time and effectively, such as calendar invitations, preparing and distributing relevant meeting minutes, HPG members list updates, developing and maintaining archives of relevant SWAp documents, and other correspondence as required.
  • Manage communications between the HPG Troika, the chairs and co-chairs of the Th-WGs, the HPG community, MISAU and facilitate contacts across other key sectors.
  • Plan for meetings including strategic advice, meeting preparation, participation, notetaking and any needed follow-up.
  • Assist in the preparation, jointly with the MISAU and the HPG Troika, as well as participate in joint missions and in key SWAp high-level meetings.
  • Monitor regularly the implementation of the HPG annual work plan.
  • Identify priorities and lessons-learned and provide strategic advice.
  • Undertake analytical work on key issues.
  • Track milestones and deliverables of the HPG Troika and report to the Troika.
  • Ensure the HPG website is updated.

 

Qualifications:

  • Minimum bachelor's degree in health, rural development, social work, public administration, gender, human rights, international relations, and/or other related social science is required.
  • Minimum five years of experience working with government and partners (bilateral, multilateral, civil society organizations, private sector) in Mozambique is required.
  • Experience using formal and informal networking skills to facilitate communications with high-level and technical-level government, international partners, non-government, and private sector officials is required.
  • Experience in the context of coordination of health, development, emergency, humanitarian, or other crisis responses with international partners level is preferred.
  • Experience working in development or humanitarian assistance in Mozambique is preferred.
  • Experience with office software programs including email, Microsoft Office is preferred.
  • Strong interpersonal, communication, organizational, and attention to detail skills to ensure appropriate planning, implementation, and monitoring is required.
  • Ability to manage multiple tasks, including obtaining, analyzing, and disseminating key information in a timely manner within tight deadlines is required.
  • Ability to synthesize information and to make recommendations is required.
  • Ability to work in teams and independently with minimal supervision/direction is required.
  • Ability to use and support other users with tele- or video conferencing tools such as Microsoft Teams and Zoom is preferred.
  • Fluency in Portuguese and English, both written and verbal is required.
