The Kosovo Energy Sustainability Activity (ESA) is a five-year program that aims to improve Kosovo's energy security by strengthening the capacity and sustainability of local institutions to advance energy market development and regional integration and facilitate investments in energy infrastructure. This will enable the energy sector to serve as a vehicle for the country's economic growth and increase opportunities for economic participation among its citizens.


The Energy Sustainability Activity's interventions are organized around the following three key objectives:
1. Improved Energy Sector Governance, Domestic Energy Market Development, and Regional Market Integration;
2. Improved Energy System Resilience; and
3. Increased Investment to Secure Long-Term Energy Supplies.

Tetra Tech is seeking qualified applicants for the Gender and Youth Specialist position to be based in Pristina, Kosovo, to support the implementation of the USAID-funded Energy Sustainability Activity (ESA), from June 2024 to February 2026. The goal of ESA is to improve Kosovo's energy security by strengthening the capacity and sustainability of local institutions to advance energy market development and regional integration and to facilitate investments in energy infrastructure. In doing so, the activity will enable the energy sector to serve as a vehicle for the country's economic growth and increase opportunities for economic participation among its citizens. The three overarching technical objectives of ESA are: (i) Energy Sector Governance, Domestic Energy Market Development, and Regional Market Integration; (ii) Improved Energy System Resilience; and (iii) Increased Investment to Secure Long-Term Energy Supplies.

 

Alongside these technical objectives, ESA supports the promotion of opportunities for women and young people of diverse backgrounds in Kosovo's energy sector through technical assistance and capacity building to sector institutions, and the implementation of ESA's New Energy Internship Program.

 

The Gender and Youth Specialist will be part of the Cross-Cutting Team, which works across all three ESA objectives as well as on standalone interventions, and, in collaboration with local and international colleagues, will lead ESA's work relating to gender and youth inclusion in the energy sector.

 Position responsibilities

  • Lead ESA's work on all topics relating to the promotion of gender diversity and youth inclusion in Kosovo's energy sector.
  • Work collaboratively with ESA colleagues to ensure that gender and youth topics are considered and reflected appropriately in all technical objectives.
  • Work with sector institutions and ESA colleagues to identify and design interventions for inclusion in ESA's annual Work Plan, setting out clear actions and deliverables.
  • Work pro-actively to deliver all Work Plan interventions, overcoming obstacles and ensuring the timely delivery of high-quality products.
  • Support the implementation of future cohorts of ESA's New Energy Internship Program, including through the technical design of the program, recruiting interns, identifying host institutions, and managing day-to-day implementation.
  • Build and maintain strong relationships with sector institutions and organizations, including through the provision of on-demand technical expertise, with the aim of becoming a trusted advisor on gender and youth topics.
  • Identify opportunities to work collaboratively with other donor and development programs, including other USAID programs.
  • Continue ESA's support to the Association of Women in the Energy Sector of Kosovo (AWESK), including through direct technical assistance and the coordination of related capacity building and assistance (for example, on communications, NGO strengthening, and specific subjects, such as climate change).
  • Deliver training sessions, roundtables, and other events in order to build knowledge of, and support for, gender and youth inclusion in the energy sector.
  • In coordination with the Chief of Party and Deputy Chief of Party, provide inputs and responses to queries and requests received from USAID.
  • Contribute to all ESA reporting to USAID, including ad hoc updates and quarterly and annual reports.

Minimum qualifications

  • Bachelors Degree in international development, gender studies, social studies, or related field.
  • Minimum of five years of experience working on gender and youth topics in an international development context.
  • Demonstrated experience in project management and coordination of multiple stakeholders.
  • Experience of leading objectives/workstreams of international donor-supported programs of similar size and complexity.
  • Ability to collaborate and establish strong relationships with a range of organizations, beneficiaries, and related parties (e.g., national, and local government, NGOs, civil society, private sector).
  • Ability to drive forwards and work on multiple tasks simultaneously and deliver to agreed timelines.
  • Proficiency in Office computer applications (Microsoft Word, Outlook, Excel, PowerPoint, etc.).
  • Professional proficiency in English, with Serbian language skills also valued.

Valued qualifications

  • Advanced degree in international development, gender studies, social studies, or related field.
  • Experience working on similar programs in Kosovo or the Balkans.
  • Experience working on similar USAID programs.
