Project Summary:

USAID/ Democratic Republic of Congo (DRC) is planning to fund a five-year Rule of Law/Anti-Corruption project in the DRC. This anticipated project will help the Government of the Democratic Republic of Congo (GDRC) fight corruption and promote equal and equitable access to justice in DRC to improve public perception and trust of the judiciary by 1) increasing transparency, accountability, and integrity in the justice system to promote equal and equitable justice and support the DRC's anti-corruption efforts; 2) empowering civil society to demand GDRC commitment to judicial independence and contribute to judicial reform; and 3) increasing people-centered equal and equitable access to justice for all.

Position Summary:

The Gender and Social Inclusion Institutional Audit Consultant (GSIIAC) will evaluate gender equity and social inclusion within the CSM's policies, procedures, and practices. The GSIIAC will identify obstacles to inclusion within the judiciary and analyze and report on the effectiveness of existing gender and social inclusion training programs. The GSIIAC will write comprehensive audit report including conclusions, recommendations, and a participatory and accountable action plan.

 

Responsibilities:

  • Conduct an institutional audit to assess the sensitivity and application of gender and social inclusion in the policies, programs, and professional and institutional culture of the DRC judiciary through the CSM in the DRC.
  • Analyze institutional gender equity trainings, methodology, and tools.
  • Analyze CSM policies to identify gaps and opportunities in gender mainstreaming and recommend appropriate strategies to increase gender equity in programming.
  • Collect and analyze sex-disaggregated data to assess the impact of policies and programs on different genders.
  • Develop gender-sensitive indicators and benchmarks to measure institutional progress.
  • Write a comprehensive audit report including conclusions, recommendations, and a participatory and accountable action plan.

 

Qualifications:

  • BAC+5 university degree in law is required.
  • Minimum 10 years of professional experience in development and humanitarian project management or related fields is required.
  • Minimum seven years of proven technical experience in working with gender and social inclusion programs is required.
  • Minimum five years of experience working in the DRC justice sector is required.
  • Experience with structured survey methods and knowledge of PRA tools, focus group methods, and interview methods is required.
  • Experience in social surveys, preferably within an international organization or research firm using new digital data collection technologies, is preferred.
  • Understanding of international standards and approaches to gender equity and social inclusion.
  • Strong written and oral command of French is required.
