Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting; and monitoring and evaluation of the health portfolio.

Position Summary:

The Gender and Social Inclusion (GESI) Advisor will be leading PIMMELA's gender and social inclusion activities and identify and examine inclusive indicators for gender, LGBTQIA+ and other marginalized groups. The GESI Advisor will develop a GESI action plan describing how PIMMELA will integrate GESI into Monitoring, Evaluation, Research, Reporting, Learning, Analysis and Adapting (MERRLAA) and localization work. The GESI Advisor will also identify work plan tasks that specifically target GESI integration and the reduction of GESI gaps with MSI's goal to help USAID adapt its programming to create better gender and social outcomes. The GESI Advisor will be reporting to Senior Monitoring and Evaluation (M&E) Director.

 

Responsibilities:

  • Provide technical direction and strategic oversight of all GESI standalone and cross cutting intervention.
  • Develop a GESI action plan describing how we will integrate GESI into our MERRLAA and localization work.
  • Deliver technical support to achieve GESI-focused indicators, ensuring timely, cost-effective, and high-quality completion of targets outlined in the annual work plan.
  • Identify work plan tasks that specifically target GESI integration and the reduction of GESI gaps.
  • Integrate inclusive development including gender, LGBTQIA+, and disability in assignments.
  • Lead gender assessments and provide guidance to the Mission on gender-specific indicators.
  • Develop a step-by-step framework to address gender and social sensitivity in all aspects of PIMMELA work.
  • Ensure the tool considers the integration of USAID programming with gender, people with disabilities, youth, religious and ethnic minorities, LGBTQIA+, and other stigmatized groups.

 

Qualifications: 

  • Master's degree in economics or social studies required.   
  • Minimum six years of experience in gender and social inclusion required.
  • Experience with institutional development and/or training programs in the Philippines required.
  • Experience with USAID programs preferred.
  • Experience in conducting gender analysis, development of gender transformative intervention projects with strong private system engagement.
  • Familiarity with USG compliance requirements required.
  • Familiarity with local labor law requirements, employment laws, tax withholding requirements, and generally accepted accounting principles in the Philippines required.
  • Strong computer skills, including Microsoft Excel, Word, and Outlook required.
  • Ability to adapt to change and to take on ownership from start to finish of tasks/projects required.
  • Professional written and verbal language skills in English required.
