Project Summary:

MSI is implementing the Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA) in the Philippines and across its geographic area of coverage, which includes 12 Pacific Island countries and Mongolia. PIMMELA will provide monitoring, evaluation, and learning (MEL) support services to USAID Mission in the Philippines and across its geographic area of coverage. PIMMELA will work collaboratively with the Mission's staff and its implementing partners (IPs) to provide assistance in performance management; third party monitoring and verification; evaluation services; collaboration, learning and adapting; and monitoring and evaluation of the health portfolio.

Position Summary:

The Finance Manager will lead all field office policy development, oversee country operations, supervise staff, support subcontract administration, manage cash flow, reconcile bank accounts, and review financial documentation. The Finance Manager will also ensure procurement compliance, maintain tax and registration compliance, process travel claims, and administer local benefits plans. This position will report to the Director of Finance and Administration.

 

Responsibilities:

  • Develop, manage, and implement field office policies in compliance with MSI, USAID, and local regulations.
  • Maintain books of accounts.
  • Prepare monthly and annual financial reports.
  • Oversee the annual audit.
  • Support country operations, finance, accounting, HR, procurement, facilities, travel, workshops, and logistics.
  • Oversee Finance and Administrative Assistant tasks, ensuring compliance and high performance.
  • Oversee cash flow, fund transfers, currency exchanges, and petty cash management.
  • Reconcile bank accounts with Headquarters (HQ) as part of month-end closing processes.
  • Support HQ in subcontract and local partner agreement administration.
  • Review vouchers and vendor invoices to ensure thorough financial documentation.
  • Ensure paid invoices align with procurement procedures and supporting documentation.
  • Maintain compliance with tax liabilities and organizational registrations.
  • Review and process travel advances and claims, resolving accounting issues.
  • Administer local benefits plans, including tracking staff vacation and sick leave balances.

 

Qualifications:

  • Bachelor's degree in finance, accounting, business administration, or related field required. Master's degree preferred.
  • Minimum eight years of experience in finance, accounting, and operations management required.
  • Experience in international development, with expertise in USAID regulations preferred.
  • Experience in subcontract administration and financial documentation review required.
  • Experience approaching process improvement and compliance implementation proactively required.
  • Experience in leadership role overseeing country operations, including finance, HR, procurement, and logistics required.
  • Knowledge of tax regulations and organizational registration requirements required.
  • Ability to process travel claims and administer local benefits plans required.
  • Proficiency in cash flow management, bank reconciliation, and procurement compliance required.
  • Strong written and verbal communication skills in English required.
