Proposal Summary:
MSI is preparing to bid on the USAID/Afghanistan MECLA which is a follow on to the current AMELA activity that MSI holds. The purpose of MECLA is to provide third party monitoring, evaluation, performance management, collaboration, and learning services and program support to the USAID/Afghanistan Mission, USAID Bureau of Humanitarian Assistance (BHA) and the Department of State's Bureau of Population, Refugee and Migration (PRM), enabling the interagency partners to assess whether their programs are meeting their goals in Afghanistan and provide information to activity managers that will allow them to adapt programming and pivot to alternative approaches or geographic areas as needed.
Position Summary:
MSI is seeking a long-term Evaluation and Assessment Services Team Lead, who will be responsible for the overall management and day-to-day functioning of all activities under MECLA Objective Two: Evaluations and Assessments. The position can be remote based anywhere in the world, with preference for time zones that facilitate communication with both Afghanistan and the US East Coast.
Responsibilities:
- Manage evaluation and assessment activities, including budget management, adherence to workplans, communication with USAID and MSI HO, and evaluation logistics.
- Lead recruitment of technical consultants for evaluation and assessment activities, ensuring the appropriate technical knowledge and expertise on M&E related to their technical areas and subject area.
- Advise on the development of SOWs and evaluation designs, including sampling, data collection methods, and data collection protocols, as appropriate.
- Support analysis of evaluation and assessment data, as appropriate.
- Participate as a member of evaluation and assessment teams, as appropriate.
- Write assigned sections of draft evaluation and assessment reports in coordination with team members, taking into consideration feedback from the finding's presentation, as appropriate.
- Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other's areas of expertise.
Qualifications:
- Minimum eight (8) years in the design, management, and implementation of assessments, evaluations, analyses, and special studies required.
- Bachelor's degree in international development, statistics or economics or related field. Master's degree is preferred.
- Strong ability to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline-oriented environment.
- Expertise conducting MEL activities and drafting and finalizing evaluation reports.
- Proven skills in quantitative and qualitative methodologies.
- Experience providing training and mentoring for groups of various sizes and one-on-one on evaluation- related subjects.
- Familiarity with utilization-focused evaluation is a plus.
- Demonstrated ability to manage high-level relationships with partner organizations and implementing partners.
- Excellent qualitative data analysis skills including command of at least one coding software/program for qualitative data.
- Strong communication and collaboration skills required.
- Fluency in English language is required.
